Consent Rate Achieved in Just 27 Days
Project Accelerates with 'Direct Association Establishment' Method
The Hong-eun 15 District (Hong-eun-dong 8-400 area) in Seodaemun-gu, Seoul, has successfully completed its inaugural general meeting, paving the way for the formation of an association as the first public-supported redevelopment project in Seodaemun-gu.
According to the district office on March 3, the Hong-eun 15 residential redevelopment project held its inaugural general meeting at Seoul Samdeok Church on February 28, appointing the association president, auditor, and board members. The project achieved the required 75% resident consent rate for association establishment in just 27 days, marking the shortest period ever nationwide. With the successful completion of the inaugural meeting, the project is expected to gain further momentum.
Hong-eun 15 District is the first site in Seodaemun-gu to undergo a redevelopment project with public support. The inaugural general meeting was held in just about five months after the formation of the residents' council in September last year.
This project will be carried out using the 'Public Support Direct Association Establishment' method. Under the Urban and Residential Environment Improvement Act and Seoul City ordinances, this approach eliminates the need for a steering committee, which is a mandatory step in traditional redevelopment projects, thereby significantly reducing the project timeline and costs. The district office will take the role of public supporter, overseeing and assisting with every stage of the process-from forming the residents' council, drafting the association's articles of incorporation, and holding elections for association executives, to the inaugural general meeting.
Lee Seongheon, Mayor of Seodaemun-gu, stated, "The Hong-eun 15 District project is driven by the strong enthusiasm of residents, who reached the legally required consent rate for association establishment in just 27 days. We will do our utmost to support that enthusiasm and ensure the project is successfully completed."
