Budget and Timeline Reduced Through Success in Amending Wetland Conservation Laws

On November 27, Sinan County in South Jeolla Province was recognized as a leading local government in proactive administration by winning the Prime Minister's Award at the 2025 Active Administration Best Practice Competition, jointly hosted by the Ministry of the Interior and Safety, the Ministry of Personnel Management, and the Office for Government Policy Coordination.
This award was the result of the case titled "Saving 300 Billion Won and Advancing the Energy Path by Three Years: Amendment of Wetland Conservation Laws," which passed the first and second rounds of evaluation among 140 entries nationwide and ultimately competed in the finals against five other cases.
The county achieved the amendment of regulations to allow the installation of overhead power lines in wetland protected areas under certain conditions, after years of negotiations with central government agencies, South Jeolla Province, Korea Electric Power Corporation, and local residents.
This regulatory revision was highly praised for delivering tangible results in Sinan County's energy transition project, including a reduction of approximately 300 billion won in project costs and shortening the project timeline by three years.
During the competition's evaluation, the county's efforts were recognized across key criteria, such as public impact, the initiative, creativity, and expertise of the officials, the importance and difficulty of the project, and its potential for expansion.
Kim Daein, Acting Governor of Sinan County, stated, "We will continue to pursue proactive administration that brings real change to our residents," and added, "We will further strive to innovate public service culture for Sinan County to remain at the forefront of proactive administration."
