First Seoul District to Enact AI Ordinance
Achievement in Establishing Policy Advisory Group
Gangseo District in Seoul (Mayor Jin Gyohoon) announced on November 9 that it received the “President of the Korean Association for Local Government Studies Award” at the “2025 Excellent Local Autonomy Policy Conference” held on November 7.
This award recognizes Gangseo District’s achievements in establishing an institutional foundation by being the first among Seoul’s districts to enact the “Basic Ordinance on Artificial Intelligence” and launch the “AI Technology and Policy Advisory Group,” as well as for leading administrative innovation closely tied to daily life through the use of AI technology.

The policy conference, which aimed to share outstanding policies of local governments nationwide and explore directions for the development of local autonomy, saw participation from 27 local governments across the country. On this day, Jin Gyohoon, Mayor of Gangseo District, gave a presentation titled “AI Gangseo, a Big Step Toward the Future.”
Gangseo District has designated this year as the “First Year of Leap Toward an AI-Specialized City” and began full-scale adoption of artificial intelligence across all administrative areas. As the first among Seoul’s districts, it enacted the “Basic Ordinance on Artificial Intelligence” and formed the “AI Technology and Policy Advisory Group,” laying the groundwork for systematic administrative innovation. The district also took the lead in spreading an AI-driven administrative culture by offering “AI Utilization Training” and holding an “AI Policy Idea Contest” for both staff and residents.
Innovation focused on real-life settings has also drawn attention. The district has improved administrative efficiency by establishing an “AI Work Support Platform” and an “AI Promotional Content Production System.” It also strengthened the accuracy and safety of road management by introducing, for the first time among Seoul’s districts, the “AI Pothole Automatic Video Detection System” and the “AI-Based Automatic Brine Spraying System.”
In addition, the district is piloting a resident-friendly technology called the “AI Autonomous Robot Recycling Collection Service” and is pursuing various projects to enhance residents’ quality of life.
Earlier, at the “AI Gangseo Vision Declaration Ceremony” held on November 4, Gangseo District established a cooperative system for building an AI-specialized city through a business agreement for the “AI Cooperation Network,” which brought together 14 organizations from the public, private, and academic sectors.

Gangseo District will continue to strengthen its status as an AI-specialized city and create a sustainable AI administrative model that serves as an example for local governments nationwide.”
