First Secretary General from Constitutional Research Judge Background

Law Firm Kwangjang (Managing Partner Kim Sanggon) announced on the 22nd that it has recruited Kim Jungwon, former Secretary General of the Constitutional Court (19th class of the Judicial Research and Training Institute).
Attorney Kim graduated from the Department of Law at Seoul National University and earned a master's degree in law from the graduate school of the same university. He served as a judge at the Seoul High Court, a professor at the Judicial Research and Training Institute, a presiding judge at the Seoul Central District Court, and a presiding judge at the Seoul Northern District Court. He is a renowned expert in constitutional adjudication in Korea, having held positions such as Senior Chief Research Judge, Chief Senior Research Judge, Deputy Secretary General, and Secretary General of the Constitutional Court.
During his tenure as Chief Senior Research Judge, Attorney Kim established the Administrative Council of Constitutional Research Judges, strengthening communication within the research department and efficiently managing its research work, which contributed to the prompt handling of adjudication cases. He also broke precedent by becoming the first Secretary General from within the ranks of constitutional research judges, a position previously held by former high-ranking officials from the courts or prosecution.
In addition, Attorney Kim has shown keen interest in integrating IT technology into constitutional adjudication. He served as chairman of the Constitutional Court's Future Informatization Strategy Preparation Committee and was directly involved in the "Intelligent Constitutional Adjudication System Development Project" to introduce new IT technologies to the constitutional adjudication process.
Attorney Kim is expected to handle constitutional litigation and legislative advisory work as part of Kwangjang's litigation group. The firm anticipates that his recruitment will further strengthen the capabilities of its litigation team.
