Candidate Seo Announces 45 Projects Including 3 Major Visions, Top 10 Promises (27 Initiatives), and Region-Specific Customized Pledges on the 23rd
[Asia Economy Reporter Park Jong-il] Seo Gang-seok, the People Power Party candidate for Songpa District Mayor, announced on the 23rd his three major visions, ten key pledges (27 projects), and 45 customized pledges tailored to each of the district’s zones.
Seo Gang-seok, candidate for Songpa District Mayor, presented three major visions toward making Songpa “the best city nationwide”: ▲ Songpa as the city with the best residential environment ▲ Songpa as an economic city with growth and vitality ▲ Songpa as a welfare city where no resident is left behind.
The ten key pledges include ▲ rapid promotion of reconstruction and redevelopment ▲ creation of a premium street on Songpa-daero, the face of Songpa ▲ easing residents’ tax burdens through expanded reductions on property and transaction taxes ▲ establishing Songpa as a city of culture, tourism, and sports that brings dreams and happiness ▲ building a welfare city where no one is excluded from the shadows of growth.
Additionally, the pledges include ▲ revitalizing the local economy by strengthening support for small and medium-sized merchants ▲ establishing a fast, safe, and eco-friendly transportation system ▲ fostering and supporting youth and young adult policies as the future leaders of Songpa ▲ creating a pleasant eco-friendly ecological city ▲ introducing advanced administration to dramatically improve the quality of administrative services. In total, there are 29 unit projects and 45 customized projects tailored to each neighborhood’s zone across 27 neighborhoods.
Notably, Seo’s strength lies in the reconstruction sector, emphasizing his “one team” partnership with Seoul Mayor Oh Se-hoon from 10 years ago. While serving as the head of the Seoul Housing Planning Division, he led the reconstruction of low-rise apartments in Jamsil Field into premium apartments such as Els, Resence, and Parkrio, demonstrating his expertise. He is seen as the expert who will swiftly promote reconstruction and redevelopment to create the best and most pleasant residential environment, fulfilling the residents’ wishes.
Another ambitious project is the transformation of Songpa-daero, the 6.2 km, 10-lane road stretching from the southern end of Jamsil Bridge, the landmark 123-story Lotte Tower, to the Seongnam city boundary, into a Korean version of the Champs-?lys?es, called the “Songpa-daero Premium Street Creation” project.
To achieve this, the first step is improving the deteriorated street environment. This includes environmental improvements such as street facilities and creating design spaces. In the mid-to-long term, the plan is to expand commercial areas through floor area ratio exchanges and develop high-density clusters. This will link with the Lotte Tower, Seokchon Lake, and the modernization project of Garak Market, establishing the area as a popular destination for domestic and international tourists, becoming a central axis of Seoul, which is expected to revitalize the local economy and enhance Songpa’s brand value.
Seo Gang-seok, candidate for Songpa District Mayor, said, “For the past 16 years, Songpa has been led by politicians who caused populist waste of public funds, and the damage has been borne entirely by the residents. If I become district mayor, I will not waste the precious taxes of residents but will execute them most efficiently and effectively to maximize public interest. In particular, I will ensure that residents receive administrative services that are faster, friendlier, and more accurate than those of private companies.”
He continued, “The area where I can perform best and achieve the greatest results is urban administration and organizational management. I am an urban administrator with 33 years of field administrative experience in district offices, Seoul City, and the Blue House, and an administrative scholar with master’s and doctoral degrees in public administration from domestic and international universities. Combining practical experience and theory, as well as being a published poet and novelist, if I become Songpa District Mayor, I will use my expertise as an urban administrator and sensitivity as a cultural artist to make Songpa ‘a city where people want to live.’”
Seo Gang-seok, candidate for Songpa District Mayor, passed the 25th Administrative Examination and is a former Seoul City Grade 1 official. He has served as director of the city’s Finance Bureau, director of the Human Resources Development Institute, chief secretary to the mayor, New York representative, head of the Housing Planning Division, deputy mayor of Seongdong District, administrative officer at the Blue House, and head of management planning at the Seoul Agricultural and Marine Products Corporation.
