Taebaek City in Gangwon Province (Mayor Lee Sangho) announced on March 3 that, in response to the heavy snowfall and the heavy snow warning issued on March 2, all public officials were deployed to the field, dedicating all efforts to emergency snow removal operations to ensure citizen safety and minimize inconveniences for both pedestrians and vehicles.

The city is focusing on manual snow removal along major pedestrian routes both in the downtown and suburban areas, while also mobilizing 27 snow removal vehicles to sequentially clear snow along 303.7 kilometers of main arterial roads and 343 routes. In addition, automatic brine spraying devices are being operated at 17 locations that are prone to frequent icing and heavy vehicle traffic to prevent road surfaces from freezing in advance.
In particular, the effectiveness of road and sidewalk heating systems installed in 28 sections was especially notable during this snowfall. In these heated areas, snow melted rapidly even immediately after accumulation, enabling swift access to pedestrian paths. The occurrence of refreezing was significantly reduced compared to regular areas, providing practical benefits for accident prevention due to black ice and enhancing pedestrian safety.
Moreover, the heated snow removal method is considered environmentally friendly, as it does not rely on deicing agents such as calcium chloride, thereby reducing the risk of damage to roadside trees and river pollution. This approach is receiving positive evaluations from an environmental protection perspective as well.
Taebaek City continues to expand its proactive, smart snow removal infrastructure by installing and operating heating systems on roads and sidewalks, particularly in areas vulnerable to winter icing. This preemptive approach has attracted interest from other cities and counties seeking to benchmark Taebaek's practices and visit the city firsthand, and it is being recognized as a model case for heavy snowfall response during the winter season.

Administrative welfare centers in each district are also utilizing their own equipment and vehicles to work on village roads and areas vulnerable to snow accumulation, while citizens are voluntarily participating in clearing snow in front of their buildings. This demonstrates an ongoing collaborative snow removal response between the public sector and local residents.
Deputy Mayor Kim Donggyun stated, "All public officials in Taebaek City are fully committed to snow removal operations, prioritizing citizen safety above all else." He continued, "We will actively utilize smart snow removal infrastructure, such as heating system installations, to minimize inconveniences for both pedestrians and vehicles even during heavy snowfall."
