At the 2026 General Assembly held on the 3rd in Geumcheon-gu, Seoul, the Korea Box Industry Cooperative adopted a resolution condemning the price increase actions of major corporations manufacturing corrugated base paper and white base paper. The Korea Federation of Small and Medium Business
On the 3rd, the Cooperative declared at the 2026 General Assembly held in Geumcheon-gu, Seoul, that it would announce such a resolution and begin a joint response to establish a fair trade order.
The Cooperative pointed out that some major companies, which hold an oligopoly in the corrugated base paper and white base paper markets, have repeatedly raised prices at similar times and with similar rates, even though there are not sufficient grounds for a price increase.
Furthermore, the Cooperative emphasized that this practice goes beyond simple price adjustments and further entrenches structural unfairness, which is based on the sacrifices of small and medium-sized companies that have no pricing power. They also expressed concern that if unilateral price hikes continue, it could lead not only to the collapse of the small and medium corrugated industry ecosystem but also negatively impact the sustainability of the national industry as a whole.
The Cooperative stated, "The price of base paper accounts for a very high proportion of box manufacturing costs, so a steep increase over a short period can serve as a direct and significant burden on the management stability of small and medium manufacturers. In order to ensure the sustainability of the entire industry, it is urgent to establish a pre-negotiation structure based on trust between suppliers and buyers."
The Cooperative, together with all member companies of its three regional councils, announced the following measures: ▲ Urging major corrugated base paper and white base paper manufacturers to immediately withdraw their price increases ▲ If a price hike is repeated in the future without sufficient and sincere prior consultation, the Cooperative will report the companies to the relevant authorities and promote a boycott of the leading companies ▲ The Cooperative will utilize legal and institutional measures to establish a fair trade order and prepare plans for mutual cooperation.
