Gijang County in Busan to Negotiate Purchase of Private Land within Existing Roads

Resolving Passageway Disputes and Improving Property Rights Infringements

Gijang County (County Governor Jeong Jongbok) announced on March 3 that it will implement the “2026 Negotiated Purchase of Private Land within Existing Public Roads” project, targeting privately owned land currently used as public passageways within existing roads.

This project aims to resolve various disputes and infringements of private property rights caused by private land included in existing roads, and to enable more efficient maintenance and management of the roads.

The land eligible for purchase includes privately owned plots within existing roads with a width of 8 meters or less, located in residential, commercial, or industrial areas within the county. However, sites designated as urban or county planning facilities under the "National Land Planning and Utilization Act," as well as access roads established for land parceling or individual land development purposes, are excluded.

The selection criteria are classified by road width: first priority is given to roads 4 meters or less, second priority to roads 6 meters or less, and third priority to roads 8 meters or less. After this, final priority is determined through a comprehensive review of factors such as the number of applications for each road and the number of users (traffic volume).

Land appraisal will be conducted by two selected appraisal firms according to relevant laws and based on the current status, and the purchase price will be set within one-third of the appraised value of neighboring land.

Landowners wishing to proceed with a negotiated sale must visit the Construction Division of the Gijang County Office and fill out and submit an application by March 31. For co-owned land, all owners must apply jointly. In the event that an owner has passed away, the application may be submitted only after completing the inheritance registration process.

The county plans to proceed with negotiations with priority applicants within the available budget, and if negotiations fail, it will move on to the next applicants in order of priority.
