Revised Plan Must Reflect Safety Improvements
Comprehensive Oversight with Police, Fire Department, and District Offices
The Seoul Metropolitan Government has conditionally approved the safety management plan for the 'BTS 2026 Comeback Show.' The approval is subject to requirements such as strengthening crowd safety management and detailing emergency response scenarios.
On March 3, at 10 a.m., the Seoul Metropolitan Government announced that it held the '1st Regional Festival Subcommittee of the Seoul Metropolitan Safety Management Committee' to review the safety management plan for the 'BTS 2026 Comeback Show @Seoul.'

This review was conducted in connection with the 'BTS 2026 Comeback Show @Seoul,' scheduled to take place at 8 p.m. on March 21 in the Gwanghwamun Square area. After reviewing the plan submitted by HYBE, the committee identified several areas for improvement: strengthening crowd safety management; refining emergency medical and transport systems; enhancing restroom and convenience facilities; specifying emergency response scenarios; reinforcing exit management plans; improving education and training systems; strengthening cooperation with relevant agencies; and advancing the operation of the joint situation room.
If HYBE submits a revised safety management plan reflecting these improvements by March 10, the city will review it and conduct a joint on-site inspection with relevant agencies prior to the event to ensure compliance.
Previously, on February 22, the city conditionally approved the use of Gwanghwamun Square for the BTS 2026 Comeback Show during the '1st Gwanghwamun Square Advisory Committee Meeting of 2026.' The approval was granted on the condition that the safety management plan passes the review.
The Seoul Metropolitan Government has stated that it operates an advisory group composed of experts in crowd management, event management, disaster response, and performance safety to ensure a safe event. On February 26, a joint meeting was held with the city, HYBE, the Seoul Metropolitan Police Agency, and Seoul Metro to pre-check items such as traffic control, non-stop subway passage, and crowd management measures. On the day of the event, the city plans to operate a joint comprehensive situation room with the police, fire department, and local districts to provide overall support for event safety management.
Han Byungyong, Director General for Disaster and Safety Management at the Seoul Metropolitan Government, stated, "We have thoroughly reviewed the safety management plan submitted by the organizers, prioritizing the safety of citizens and tourists above all else. We will work closely with relevant agencies to ensure that everyone visiting the Gwanghwamun area can enjoy not only the concert but also the charms and beauty of Seoul in a comfortable and safe environment."
