Cooperation on Establishing Component Manufacturing Plant by 2032

On March 3, Jeollanam-do signed a 'business agreement for the development of the offshore wind power industry' with Doosan Enerbility, a leading domestic energy company, at the Seo Jaepil Room in the provincial government office.
The signing ceremony was attended by Kim Youngrok, Governor of Jeollanam-do, Song Yongjin, President of Doosan Enerbility, and National Assemblyman Kim Wonyi, among others.
Doosan Enerbility is a leading domestic offshore wind power company, having completed South Korea's first offshore wind power plant, Tamra Offshore Wind Power (30MW) in 2017, obtained international type certification for its independently developed 10MW offshore wind turbine last year, and signed its first commercial supply contract for 8MW turbines with the Yeonggwang Yawol Offshore Wind Power project, among other achievements in commercial offshore wind power supply.
Under the agreement, Doosan Enerbility will consider establishing a regional wind turbine assembly and component manufacturing plant in Jeollanam-do by 2032, in connection with securing offshore wind turbine supply volumes in the region. Jeollanam-do, in turn, will actively cooperate by providing administrative support such as permits and approvals as needed.
A representative from Jeollanam-do stated, "Jeollanam-do is moving beyond merely constructing offshore wind farms to establish a full-cycle industrial ecosystem encompassing design, manufacturing, installation, and operation. This agreement, following last year's investment by LS Materials and LS Marine Solution in building a dedicated offshore wind installation port at Hwawon Industrial Complex in Haenam, further strengthens cooperation with Doosan Enerbility, a leading domestic turbine manufacturer, marking a significant turning point for Jeollanam-do to emerge as the hub of the offshore wind power industry."
Jeollanam-do currently holds the country's largest permitted offshore wind power capacity, totaling 22.2GW. Following the start of commercial operation of Jeonnam Offshore Wind Farm Phase 1 (96MW) last year, large-scale projects such as Yeonggwang Nakwol Offshore Wind Power (365MW) and Shinan Ui Offshore Wind Power (390MW) are being pursued sequentially.
Additionally, Jeollanam-do is expanding the discovery of planned sites, including the designation of Shinan (3.7GW) and Jindo (3.6GW) as offshore wind power cluster complexes and the establishment of public-led complexes in Yeosu and Goheung. The province is also accelerating the creation of an offshore wind power industry cluster centered around Mokpo New Port and Hwawon Industrial Complex in Haenam, both designated as Opportunity Development Zones.
