The Chinese government is continuing its large-scale equipment replacement projects this year, with related initiatives accelerating across various sectors.
For the first time starting this year, policy support now includes the upgrade of commercial facility equipment related to offline consumption. During the Lunar New Year holiday, some complex shopping malls in regions such as Shanghai, Zhejiang Province, and Sichuan Province completed equipment replacements and welcomed consumers with newly renovated facilities.
Outdated electronic display boards inside shopping malls have been replaced with LED screens, and restrooms and elevators have been upgraded to barrier-free facilities. Ventilation, lighting, and power distribution systems were also replaced. According to one store employee in a media interview, "After the facility improvements, the visitor environment has improved, and the average number of daily visitors increased during the holiday period."
Facility upgrades have also taken place in the food processing sector. Some edible oil manufacturers have replaced equipment such as shelling, temperature control, and pressing systems. Companies report that these upgrades have led to improvements in both production efficiency and quality management.
The scope of policy support has also expanded to the residential sector. In addition to the existing old elevator replacement projects, this year, installing new elevators in aging residential buildings has been included as a supported initiative. In one aging apartment complex in Beijing, 21 new elevators were recently installed, providing service to approximately 600 households.
According to Chinese authorities, the 2026 equipment upgrade projects are being carried out across 31 provinces, autonomous regions, and municipalities nationwide, as well as the Xinjiang Production and Construction Corps, covering about 20 sectors including industrial, electronic information, energy conservation, and environmental protection.
Each region plans to adjust application requirements and review procedures to lower the entry barriers for equipment replacement projects, with a particular focus on expanding support for small and medium-sized enterprises. The government also intends to relax investment thresholds so that more companies can qualify for policy support.
