"Smart Gwanak" Initiative Launched with 45 Projects
Establishing Urban Safety Network Including Operation of 4,123 CCTVs
Gwanak District in Seoul (Mayor Junhee Park) has established and begun full-scale implementation of its "2026 Smart Gwanak Initiative," aimed at enhancing the speed and accuracy of public services through administrative innovation based on artificial intelligence (AI) and data.

This initiative places emphasis on redesigning the public service delivery system to be centered around AI and data. It moves beyond merely building services, focusing on strengthening operational efficiency and personal data security. The district plans to expand the application of AI across all administrative areas, including the advancement of the "Gwanak District Office Website AI Chatbot" for responding to civil complaints and the operation of the "Gwanak AI Assistant" for staff work tasks.
At civil service sites, Gwanak District is actively promoting the "AI Video Data Analysis and Summary System." This system automatically extracts key scenes from videos related to incidents and accidents. It also standardizes automatic masking functions when exporting videos, thereby strengthening personal data protection. As of 2025, the system has achieved visible results, with 1,434 video summary services utilized.
The AI chatbot is operated mainly in four key areas: civil complaints, welfare, health, and taxation. The district will strengthen its integration with the main website and the unified reservation platform, providing a 24/7 immediate response environment. By reducing repetitive administrative work for civil servants, the district aims to focus administrative resources on core civil complaints.
In the area of safety, the district will advance its intelligent selective surveillance system. By adding 100 new surveillance targets and installing 84 new intelligent closed-circuit televisions (CCTVs), a total safety network of 4,123 units will be established. The introduction of an "AI CCTV-Based High-Speed Search System" will achieve analysis performance five times faster than before, securing golden time in emergencies such as missing vulnerable individuals.
Welfare and health services will also be strengthened. The number of smart senior centers will increase from the current 45 to 58, and a smart care system will be established by integrating intelligent check-in services, IoT smart plugs, and two-way AI care services. The "AI Child Drawing Psychological Assessment" for supporting the emotional well-being of children and adolescents will also continue to be operated.
The district will conduct quarterly performance management on 45 smart city projects being implemented by 20 departments. Schedules, budgets, and implementation status will be checked, and any delayed projects will be immediately adjusted to improve project completion rates.
Mayor Junhee Park stated, "We will ensure that residents can feel real changes in their daily lives through administrative innovation based on AI and data," adding, "We will create a warm smart city in Gwanak that embraces even the digitally vulnerable, so that no one is excluded from the benefits of technology."
