This study was selected for the "2025 First City-County Policy Research" led by Gyeonggi Province and is being conducted by the Gyeonggi Research Institute. The research is focusing on analyzing issues with the toll system, particularly for the Guri-Pocheon Expressway and the Pocheon-Hwado Expressway.
The meeting was attended by officials from Pocheon City, the Pocheon City Council, and the Gyeonggi Provincial Road Policy Division, who discussed improvement measures to alleviate the toll burden on citizens. The research team is examining the structural issue of duplicate basic fare charges when using connected private expressways and is focusing on developing effective alternatives, such as establishing grounds for toll adjustment and proposing funding allocation measures.
A key issue highlighted is the significant difference in toll fees for similar travel distances. For example, traveling from the Pocheon Interchange (IC) to the Soheul Interchange (IC) via the Guri-Pocheon Expressway covers a distance of 13 km with a fee of 1,700 won (130 won/km). In contrast, traveling from the Pocheon IC to the Gomo IC by connecting the Guri-Pocheon and Pocheon-Hwado Expressways covers a similar distance of 14 km, but the fee rises sharply to 2,900 won (207 won/km). This is attributed to the current system, where different operators for each section result in duplicate basic fare charges.
Pocheon City has continuously proposed improvements through the Council of Mayors and Governors to address these issues. The city plans to thoroughly review the toll adjustment measures presented at this interim meeting, complete the study by December this year, and actively utilize the results as policy recommendations to be submitted to relevant authorities, including the competent ministries and the National Assembly.
Deputy Mayor Kim Jonghun emphasized, "The issue of duplicate toll charges on private expressways is not just an inconvenience for a specific region but requires national-level review to enhance the public nature of expressways. We ask for Gyeonggi Province's continued attention and cooperation in improving the system to achieve balanced development and resolve transportation disparities in northern Gyeonggi."
