The subsidy will be paid entirely in Gangjin Love Gift Certificates in paper form, and applications and collection must be made by household. The head of household can receive the subsidy immediately by visiting the local town or township office with identification; online applications are not available. The Happiness Subsidy can be used at any store affiliated with the Gangjin Love Gift Certificate program, and residents are encouraged to use it by the end of this year.
Kang Jinwon, the mayor of Gangjin County, stated, "Despite challenging financial conditions, we determined that support is needed to boost domestic demand and revitalize the local economy by the end of the year." He added, "By providing the subsidy in November, when household expenses such as heating costs increase, and following the end of the government's livelihood support payments, we hope this will help stabilize residents' livelihoods and prevent a decline in consumption."
