Bucheon City Wins Grand Prize at National Manifesto Best Practice Competition for Outstanding Policy Sharing

On July 24, Bucheon City in Gyeonggi Province participated in the '2025 National Manifesto Best Practice Competition for Local Government Heads' held at the Andong Campus of Kyungpook National University, in the field of social capital, with the theme 'Sustainable Future, Finding Answers in Governance,' and won the Grand Prize.


This competition provides an opportunity to share outstanding policies from local governments nationwide. This year, out of 401 policy cases submitted by 159 basic local governments across the country, 191 cases advanced to the on-site presentation round after the first round of document screening.


Bucheon City received high marks in various categories including appropriateness, creativity, communication, scalability, and tangible impact, achieving the remarkable feat of winning the Grand Prize for the second consecutive year. Last year, Bucheon City received the Grand Prize in the community enhancement category with its 'Bucheon-type Smart Safety System.'

The 'Sustainable Future, Finding Answers in Governance' case focuses on establishing a Bucheon-style public-private governance system, in which the administration and civil society closely collaborate, centered around the 'Bucheon City Council for Sustainable Development,' which was restored after six years during the 8th popularly elected administration.


Bucheon City has trained over 200 citizen activists through various citizen education and action programs such as the Citizen University, the Mobile SDGs (Sustainable Development Goals) Village School, and musical and video festivals. Additionally, environmental initiatives such as monitoring the Bucheon Dulle-gil Trail and the 'Jupjup Walking' campaign have been actively carried out.


Citizen collaboration policies, including the operation of the Innovation Narae Research Group?a policy research group involving both university students and public officials?the establishment of the Bucheon-style Sustainable Development Goals (B-SDGs), and the hosting of the Sustainable Development Conference, also received high evaluations.


Going forward, the city plans to further specify regionally tailored agendas and pursue official UNESCO certification for Education for Sustainable Development projects, aiming to become a leading city in local SDGs.


Bucheon Mayor Cho Yongik said, "This award is a meaningful result, as it recognizes the competitiveness of policies implemented together with citizens at the national level," and added, "We will continue to make Bucheon a warmer and more sustainable city through customized policies that citizens can truly feel."
