Cheon Dae-yeop, the head of the Court Administration Office, pointed out that it is an "abnormal situation" that various investigative agencies such as the prosecution, police, and the High-ranking Officials' Crime Investigation Agency (Gong-su-cheo) are claiming investigative authority over the December 3 emergency martial law incident investigation.
On the afternoon of the 9th, Cheon appeared at the plenary meeting of the National Assembly's Legislation and Judiciary Committee and responded to a question from Jeong Cheong-rae, the chairman of the committee, regarding the court's dismissal of the warrant related to the emergency martial law. He stated, "I deeply regret the abnormal situation where the military prosecution, prosecution, police, and Gong-su-cheo are all asserting investigative rights against each other."
Cheon added, "This is not just about the investigation itself, but ultimately concerns the legality of the indictment process and the admissibility of evidence, so it is a very important issue for the judiciary." He further said, "It is a very important judicial matter to decide which agency will be allowed to conduct the investigation and, accordingly, whether to issue a warrant."
