Dobong-gu Develops 'Dobong-style Disaster Safety Manual' for On-site Use

Dobong-gu (Mayor Oh Eon-seok) has created the "Dobong-style Disaster Safety Manual." It encompasses everything related to disaster response, from report reception to emergency rescue and prevention of damage expansion.


A district official stated, "This manual was planned to respond quickly and systematically to various and increasingly complex disaster incidents."


The manual is composed of four chapters: ▲General Information ▲Disaster Management System ▲Disaster Response Procedures ▲Action Guidelines by Disaster Response Stage.


First, the General Information chapter thoroughly explains the purpose of the manual's creation and the definition and classification of disasters. The Disaster Management System chapter illustrates the system from central administrative agencies to the Dobong-gu Integrated Support Headquarters at the disaster site. It also clearly organizes the situation dissemination and reporting systems.


Chapter 3, Disaster Response Procedures, categorizes situation stages, action contents, and responsible authorities (commanders), detailing all necessary measures to be taken on-site from disaster occurrence to emergency rescue and first aid (response) and recovery.


Finally, the Action Guidelines by Disaster Response Stage chapter further specifies and elaborates on the practical content from Chapter 3. It clarifies procedures for initial situation management by on-duty personnel, designation of disaster safety management officers in major disaster departments, and the roles of frontline response organizations such as disaster response operational departments (dong).


Before drafting this manual, the district reviewed the overall disaster safety management system and established the district’s disaster recovery system.


They set promotion strategies including "strengthening prediction and constant preparedness systems for diverse, complex, and routine risks," "enhancing the role of the disaster safety control tower that operates on-site," and "strengthening disaster prevention activities that ensure residents' peace of mind," and formulated detailed measures accordingly.


A meticulous and rapid 24-hour situation management system was established, and an intelligent control system was created to prepare for new risks such as mass crowd accidents.


In particular, to respond to complex and diverse disasters, a "reverse command system" was established. The "reverse command system" refers to a system where the commander who arrives first at the scene directs disaster recovery, enabling rapid decision-making and integrated response.


Additionally, to ensure swift on-site response, the command system was unified, and a field-oriented command system was established according to the firefighting response stages.


Oh Eon-seok, Mayor of Dobong-gu, said, "Due to recent climate anomalies, disasters are occurring in complex and diverse ways. In such situations, a meticulous and unwavering disaster safety management system must be the foundation. The reason for establishing the disaster safety management system and creating this manual is exactly that." He added, "Going forward, the district will continue to prioritize protecting residents' lives and property in implementing disaster management policies."


Meanwhile, with the launch of the 8th elected term, Mayor Oh Eon-seok has elevated disaster safety as a core strategy of the district and is operating the district administration with residents' safety as the top priority. As part of this, the newly introduced "Mayor's Safety Patrol" project is being implemented, with 21 sessions conducted in the first half of the year alone. The "Mayor's Safety Patrol" involves the mayor personally conducting monthly on-site safety inspections considering seasonal and timely risk factors, thoroughly examining every corner of the district to immediately identify and swiftly resolve safety risks for residents.
