Since Mun Heon-il took office as the mayor of Guro-gu, the pace of development in the Guro area has been very rapid.


This is because efforts are being accelerated to shed the image of Guro-gu as a once underdeveloped area and to create a vibrant city.


In particular, redevelopment and reconstruction projects, which are at the core of Guro-gu's transformation, are taking center stage.


Guro-gu has actively participated in Seoul city public contest projects such as the Rapid Integrated Planning and Moa Town, with a total of nine sites selected as target areas and projects currently underway.


There are three Rapid Integrated Planning redevelopment sites (areas 87-177 in Garibong-dong, area 253 in Gocheok-dong, area 115 in Garibong-dong), one Rapid Integrated Planning reconstruction site (area 213-21 in Gung-dong), four Moa Town sites (area 241 in Gocheok-dong, area 728 in Guro-dong, area 270-38 in Gaebong-dong, area 511 in Guro-dong), and one public redevelopment site (area 252 in Guro-dong).


In particular, the area 115 in Garibong-dong is expected to be transformed into a residential complex close to workplaces in G-Valley, along with the 87-177 area.


Two sites selected as candidates for Rapid Integrated Planning (area 4 in Oryu-dong and area 49 in Gaebong-dong) are scheduled to establish maintenance plans, and small-scale reconstruction projects with relatively short project durations are underway at a total of 15 sites including Daeheung Yeonrip, Dongsam Park Villa, and Gilhun Apartment.


Additionally, it is noteworthy that a dedicated organization was established to expedite the promotion of redevelopment and reconstruction projects.


In December 2022, the first ordinance in the nation was enacted to establish and operate a support group for redevelopment and reconstruction projects, providing a legal basis for the operation of the support group. In January of last year, the 'Redevelopment and Reconstruction Project Support Group' was launched.


The 'Redevelopment and Reconstruction Project Support Group' is an independent collegial body separate from the district organization, composed of three experts in urban maintenance and architecture. Its roles include providing consultation through information on district status, analyzing stagnation factors, advising on urban maintenance projects, consulting on the formation and establishment of residents' general meetings and promotion committees, and advising on resolving disputes and conflicts among residents during the promotion process.


To assist with professional and technical advice for the operation of the support group, an advisory panel consisting of 16 experts in various fields such as civil engineering, law, appraisal, and finance was also formed.

After one year of operation, the support group has begun to show results. These include rapid decision support for the approval of the reconstruction project implementation plan for Bogwang Apartment in Guro-dong, which had been delayed for a long time; support for reconstruction judgments for Miseong Apartment in Sindorim-dong, Woosung Apartment in Guro 5-dong, and Gung-dong Yeonrip; support for the establishment approval of small-scale reconstruction associations for Dongsam Park Villa in Hang-dong and Hanseong Apartment in Gocheok-dong; and support for the approval of project implementation plans for redevelopment projects near stations.


Going forward, the support group will not only resolve residents' inquiries about maintenance projects and act as a bridge between residents and institutions during project promotion but also strengthen on-site activities such as resident briefings and meetings to proactively respond from the early stages of projects and minimize conflicts.


Moreover, a specialized youth rental housing-included complex facility with three underground and twelve above-ground floors is being promoted on the site of the old market in Garibong-dong, and the Oryu Market maintenance project has also been launched in earnest.


Oryu Market at 38-7 Oryu-dong, established in 1968, had its maintenance project promotion plan approved last year, and the association establishment approval was processed on March 5. According to the promotion plan, a mixed-use building with six underground and 26 above-ground floors will be constructed.


Along with the lifting of the Oryu high-altitude district designation, the Southwest Seoul Grand Renovation plan announced by Seoul City in February is expected to bring significant changes to the Onsu Station area. The district is actively cooperating to restructure the Onsu Industrial Complex into a high-tech manufacturing hub while promoting the Onsu Station area revitalization project to develop approximately 66,704 square meters near Onsu Station into a mixed-use complex for business, culture, and residence.


On March 18, Guro-dong 85-29, where redevelopment promotion had been difficult, was included in Human Town 2.0, Seoul City's support project for individual maintenance of old low-rise housing.


Mayor Mun Heon-il of Guro-gu stated, "We will do our best to smoothly promote existing projects and discover new project sites."
