[Asia Economy Reporter Han Jinju] It was found that 52.4% of government policies were improved based on the gender impact assessment analysis results, including allowing pregnant female workers to take parental leave before childbirth.
On the 16th, the Ministry of Gender Equality and Family reported the '2021 Comprehensive Analysis Results of Gender Impact Assessment' conducted by 306 institutions at the Cabinet meeting.
Gender impact assessment refers to a system that analyzes the impact of gender in the process of policy formulation and implementation to ensure that gender differences do not become discrimination, allowing both men and women to equally benefit from policies.
Last year, central administrative agencies and local governments conducted gender impact assessments on 30,659 laws and projects, established 8,716 improvement plans, and completed improvements on 52.4% (4,566 cases) of them. The policy improvement implementation rate increased by 7.7 percentage points compared to the previous year.
A representative case is the amendment of the Act on Equal Employment and Support for Work-Family Reconciliation by the Ministry of Employment and Labor, which allows pregnant female workers to take parental leave. Previously, pregnant female workers were not eligible to apply for parental leave, but they have now been included as eligible applicants. The Ministry of Land, Infrastructure and Transport improved regulations so that even if construction technicians temporarily fall below the registration standards due to reduced working hours for childcare, their registration will not be canceled nor their business suspended.
The Ministry of Justice established a system to restrict perpetrators of domestic violence from obtaining or viewing family relationship certificates or basic certificates of the victims. The Ministry of Science and ICT provided guidelines for building datasets to collect AI training data evenly from diverse groups and also set standards for developing AI ethics education content.
Incheon City operates the co-parenting facility Aisarang Dream Center on Saturdays, some facilities operate at night, and father participation programs have been expanded.
The Ministry of Gender Equality and Family plans to submit the '2021 Comprehensive Analysis Report on Gender Impact Assessment' to the National Assembly by the end of this month and disclose it on its website to share best practices.
