Gwanak-gu Successfully Advances 'Five-Year Plan for a Crime-Free Safe City'... Achieves 97% Completion Alleyway ground lighting installed in Boramae-dong


[Asia Economy Reporter Park Jong-il] Gwanak-gu (Mayor Park Jun-hee) is establishing and promoting a ‘Five-Year Plan for a Crime-Free Safe City’ to create an urban environment where all residents, including vulnerable groups such as women and the elderly, can live with peace of mind, free from all anxiety factors such as crime and accident risks.


The district has formulated a five-year plan to proactively address social issues such as the highest regional characteristics in the nation of single-person households (59.5%) and female single-person households (27.9%), as well as the increase in community sex crimes and residential intrusions.


In particular, in the first year of implementing the five-year plan last year, the district achieved an average of 97% of the targets for each project, demonstrating successful progress that attracted attention.


The ‘Gwanak-gu Crime-Free Safe City Five-Year Plan’ is composed of a vision to realize safety in daily life in a crime-clean city Gwanak, with four major policy goals, ten promotion tasks, and 26 detailed projects.


Key projects by sector include supporting 502 households with Safe Home Sets for women living alone, installing emergency safety bells in 50 female-run single stores selected through a Seoul city public contest to promote the safety of female store owners. Additionally, the district strengthened women’s proactive safety capabilities and raised residents’ safety awareness through events such as the Our Neighborhood Women’s Safety Gathering, visiting violence prevention education, and daily safety culture campaigns.


To create bright and safe streets where any resident can walk with peace of mind, 540 additional security lights were installed, and 303 new combined CCTV security light flashers were installed in narrow alleys and crime-vulnerable areas where installing CCTV poles is limited.


For the creation of a safe urban space, solar markers were installed along the Boramae Women’s Safe Return Home Path, vulnerable to crime and safety issues, and nighttime visibility was secured through the installation of gobos and design lighting.


Moreover, to expand crime prevention infrastructure, a smart city safety network service was established linking central government agencies, Gwanak-gu, and disaster response organizations for disaster safety system integration. To ensure close joint responses to community safety issues, a permanent collaboration system is maintained through the operation of the Seoul Gwanak Police Station and the local community policing council, focusing administrative efforts on creating a safe city.


A district official said, “Building on last year’s achievements, we will continue strong momentum in 2022, concentrate district government capabilities, and devote all efforts to ‘making a safe city.’”

Gwanak-gu (Mayor Park Jun-hee) has established an unmanned parking system to provide residents using the Nakseongdae No.1 Public Parking Lot area on Bongcheon-ro 62-gil with a pleasant and convenient parking environment.


The district invested a total project cost of 265 million KRW, started construction of the unmanned parking system in November last year, and completed it on December 10. Until the end of last year, a pilot operation period was held to guide residents using the parking lot on how to use the system, and full operation began on January 1 of this year.


The total parking capacity of Nakseongdae No.1 Public Parking Lot is 20 spaces. The unmanned parking system uses an LPR (License Plate Recognition) method that automatically recognizes vehicle numbers when entering and exiting the street parking lot without a barrier. Unlike the previous face-to-face payment with parking staff PDA, non-face-to-face credit card payment is possible using three unmanned payment machines.


Meanwhile, the district started the unmanned parking lot at Sillim-dong No.3 Public Parking Lot located on Starlight Street in Sillim-dong in May 2020 and has completed a total of four locations, gradually expanding smart unmanned system parking lots.


A district official said, “We will continue to think and strive to ensure that residents can use the parking lots safely and conveniently.”
