Accountability Demanded for Non-Participation in Rural Basic Income Project
Urgent Measures Called for in Delayed Integrated Resource Reserve Center
An Cheonwon, a member of the Sancheong County Council in South Gyeongsang Province, strongly scrutinized major issues and pressed the executive branch through government inquiries.
Councilor An specifically questioned why Sancheong County did not apply for the rural basic income pilot project, which is supported by national and provincial funds, whereas neighboring Hamyang County and Geochang County participated.
He pointed out, in particular, “Was it not a case of voluntarily giving up an opportunity for the residents simply because of financial difficulties?” and demanded a responsible explanation.
The county responded that its financial conditions had deteriorated due to two major disasters, making flood recovery and ensuring the stability of residents' lives the top priorities.
However, Councilor An emphasized that, for similar projects in the future, the county should conduct more thorough preliminary reviews and hold sufficient consultations with the council to implement policies that genuinely contribute to improving the quality of life for residents.
The delay in establishing the Integrated Resource Reserve Center, which is being promoted as a public contest project, was also brought to the fore. Councilor An expressed concern that if the disruptions to the project become prolonged, it could lead to administrative gaps and a decline in public trust, and he urged the administration to devise swift countermeasures.
In response, the county explained that some of the land compensation required to apply for the public contest has been delayed, citing disputes among landowners and issues relating to the relocation of a family cemetery as reasons.
Councilor An called for a prompt conclusion to compensation negotiations and proactive efforts to secure national and provincial funds, stating that the council and the executive branch will continue to closely communicate and faithfully fulfill their roles of oversight and cooperation to improve the quality of life for residents.
