The signing ceremony was held at 3:30 p.m. that day in Meeting Room 1 on the 4th floor of City Hall, with participants including Shin Sangjin, mayor of Seongnam, and Han Yangsu, superintendent of the Seongnam Office of Education.
The Seongnam Bell is a portable device that emits a warning sound of more than 120 dB when a button is pressed in an emergency.
Under the agreement, Seongnam City plans to distribute devices in March to elementary schools within the city that apply for the Seongnam Bell.
To this end, the city enacted the "Ordinance on the Provision of Safety Items for Elementary School Students" and secured a total project budget of 300 million won.
The Seongnam Office of Education agreed to cooperate administratively, including by sharing with Seongnam City relevant information necessary for the operation of the project.
An official from Seongnam City said, "We have established a response system that allows immediate requests for help in emergencies," adding, "We expect it will help prevent safety accidents and crimes involving elementary school students."
