Ulsan City Goes All Out on On-site Support Ahead of Completion of S-OIL's Shaheen Project

TF and Related Agencies Council Launched...Fast-Tracking the Remaining 312 Permits and Approvals

Ulsan City is accelerating on-site corporate support ahead of the completion of S-OIL's Shaheen Project.


Ulsan City announced that it will hold a "Corporate On-site Support Task Force (TF) and Related Agencies Council Meeting" at 10:30 a.m. on February 23 in the main conference room of S-OIL's Onsan plant. About 20 participants, including Ulsan Mayor Kim Doogyeom, S-OIL President Park Bongsu, task force members, council members from related agencies, and company officials, will attend the meeting.


The Corporate On-site Support Task Force (TF) is a consultative body composed of bureau-director-level officials from relevant city departments involved in permits and approvals for investment projects, as well as deputy heads of the districts and counties. The Related Agencies Council includes officials from public corporations and public institutions under central government ministries, such as the Ulsan Regional Headquarters of the Korea Industrial Complex Corporation, the Ulsan Regional Headquarters of the Korea Occupational Safety and Health Agency, and the Ulsan Office of the Korea Gas Safety Corporation.


The meeting will proceed in the following order: a report on the 2026 corporate on-site support implementation plan; a screening of a promotional video for the Shaheen Project and a report on the completion implementation plan; and a discussion of cooperation needs by institution and department. Participants will share the current status of the project, which is nearing completion, and will closely review issues that require coordination among institutions, including permits and approvals, infrastructure, and on-site difficulties.


The Shaheen Project requires a total of 637 permits and approvals, of which 312 cases related to fire safety, construction, hazardous materials, and other areas still remain to be handled before completion. Ulsan City plans to concentrate its administrative capacity so that mechanical completion and initial operation can proceed without setbacks.


The Shaheen Project is the largest single investment project in the domestic petrochemical industry, with KRW 9.258 trillion being invested on a site of approximately 880,000 square meters within the Onsan National Industrial Complex. Construction began in March 2023, with mechanical completion targeted for the end of June this year. After test runs, commercial operation is scheduled to begin in January next year.


Once commercially operational, the project will produce basic feedstocks including 1.8 million tons of ethylene, 770,000 tons of propylene, 200,000 tons of butadiene, and 280,000 tons of benzene. In particular, the project also plans to produce polyethylene in-house using ethylene as a feedstock, including 880,000 tons of linear low-density polyethylene (LLDPE) and 440,000 tons of high-density polyethylene (HDPE).


Ulsan City plans to maintain its on-site support system from mechanical completion through the initial operation phase, with the aim of supporting stable corporate production and even the potential for additional investment expansion.


President Park Bongsu said, "Thanks to Ulsan City's business-friendly policies, every stage of the Shaheen Project has proceeded smoothly, and I am very grateful," adding, "We will actively consider continued investment in the future with Ulsan as our base."


Mayor Kim Doogyeom said, "As completion is imminent, we will systematically review the remaining tasks and make sure there are no gaps," and emphasized, "We will further strengthen the roles of the task force and the council so that swift administrative support can be provided in line with the pace on the corporate front line."
