All-in on 41 Tasks Across 5 Key Areas Under the Second Basic Youth Policy Plan

On February 23, Wando County in South Jeolla Province announced that it will fully launch the Second Basic Youth Policy Plan (2026-2030), investing more than 30 billion won over the next five years to establish a foundation for local youth self-reliance and improve living and settlement conditions.


As of the end of last year, the youth population of Wando County stood at 10,923, accounting for 24.3% of the total population. The county has set this mid- to long-term policy direction and implementation strategy by actively reflecting the changing policy environment and the findings of a survey on the actual conditions of local youth.

The policy vision has been defined as "Wando, where youth shine again," with a focus on making Wando a place "youth do not want to leave" for local young people, and a place "youth want to stay" for young people from other regions. In particular, this plan reorganizes the realistic challenges faced by youth in areas such as employment, housing, and daily life, not as fragmented support measures, but as elements organically connected within the trajectory of "youth life."


Accordingly, by 2030 the county will invest a total budget of more than 30 billion won, combining national and provincial funds with county funds, to gradually implement 41 tasks across five major areas: employment, housing, welfare and finance, education and culture, and participation and rights.


In the core area of job creation, 16 projects will be carried out, including youth startups linked to local resources, a blue food startup package, and support for settling in fishing and farming villages. To address the most pressing concern of housing stability, the plan includes the construction of public rental housing for youth, housing support for newlyweds and large families, and housing cost support for young employees.


In addition, in the welfare and finance area, the county plans to significantly ease the economic burden on young people by providing marriage congratulatory payments for young couples, Hope Stepping-Stone Savings Accounts, and health checkups for newlyweds. It will also expand education and cultural opportunities through the Jang Bogo Scholarship and youth center programs, and strengthen institutional mechanisms to broaden youth participation in policymaking by revitalizing youth communities and operating the Youth Policy Committee.


A county official said, "We will continue to reflect the voices of young people in our policies and implement them step by step to build a structure in which youth and the region grow together."
