Comprehensive Overhaul from Living and Safety Infrastructure to Village Landscape

Haenam County in South Jeolla Province announced on February 23 that it will fully launch the "Fishing Village New Deal 3.0" project to breathe new life into underdeveloped fishing villages, targeting the Hakga and Ugeun ports in Songji-myeon.

The "Fishing Village New Deal 3.0," a newly reorganized version of the existing Fishing Village New Vitalization Project, is a key initiative designed to improve vulnerable living and safety infrastructure and everyday services, thereby strengthening the self-reliance of fishing villages and building a foundation for a sustainable economic community.

To enhance the professionalism and speed of implementation, the county signed a consignment agreement with the Southwest Sea Branch of the Korea Fisheries Infrastructure Public Agency. Accordingly, a total project budget of 10 billion won will be invested over the next four years starting this year in the Hakga and Ugeun ports in Songji-myeon, which have been selected as project sites for 2026.

The main initiatives include "expanding living infrastructure," such as widening roads within the village and reconstructing the community center, and "strengthening safety management," such as creating safety shelters for fishers and establishing traffic safety systems.

In addition, the project will be carried out from multiple angles, including "harbor maintenance" through extending the pier and expanding the quay, "creating a clean environmental village landscape" by building a waste collection facility, and "strengthening resident capabilities."

Based on this agreement, the Korea Fisheries Infrastructure Public Agency, the leading expert institution in the harbor sector, will systematically lead the project on the ground, overseeing the entire process from establishing basic and detailed designs to tendering and supervising construction, as well as supporting the operation of local consultative bodies. Haenam County will provide comprehensive administrative support, including permits and approvals, with the aim of maximizing synergy effects.
