Zero-Tolerance Policy for Violations
On February 23, Guro District in Seoul (District Mayor Jang Inhong) announced that it will fully implement the operation of an internal reporting center and awareness-raising training to eradicate the so-called "Senior Officials Appreciation Day," which has been criticized as an unreasonable practice in the public sector.

In line with the central government's initiative, including that of the Ministry of the Interior and Safety, Guro District has newly established and is operating a "Senior Officials Appreciation Day Damage Reporting Center" within its internal reporting system for employees starting this month. Employees who have suffered damage can submit their cases through the reporting center, and the district plans to immediately verify the facts upon receipt and take strict measures based on a zero-tolerance policy if any violations are identified.
Earlier, on February 20, the district held an awareness-raising training session for public officials at Grade 5 and above at the Creative Hall of the district office. A specialist instructor in integrity education from the Anti-Corruption and Civil Rights Commission gave a lecture on the Improper Solicitation and Graft Act, the Conflict of Interest Prevention Act, the Code of Conduct for Public Officials, and the prohibition of workplace abuse in the performance of duties, while placing particular emphasis on the responsibility of senior officials and their commitment to action in eradicating "Senior Officials Appreciation Day." On March 10 and 11, the district will continue with rank-specific training sessions for employees at Grade 6, Grade 7, and below.
As a result of its continued internal inspections, including integrity training, the establishment of plans to improve unreasonable practices, and its own fact-finding surveys, Guro District has previously been selected as an excellent institution for integrity in the "Comprehensive Integrity Assessment of Public Institutions" conducted by the Anti-Corruption and Civil Rights Commission.
An official from the district said, "Through the operation of this reporting center and the awareness-raising training, we will establish a healthy organizational culture in which employees respect and care for one another."
