Pilot Program to Be Conducted at Four Institutions Including the Ministry of Land, Infrastructure and Transport
The Anti-Corruption and Civil Rights Commission announced on the 5th that it has completed the project to build a “generative AI-based public communication and civil complaint analysis system” using civil complaint data received through the e-People system, and will begin providing related services.
Through this service, the commission will move beyond simply aggregating or searching the large volume of civil complaint data accumulated in the e-People system, and shift to a system in which artificial intelligence understands and analyzes the context and meaning of the complaints.
The AI services will first be offered to four pilot institutions. The “AI-based civil complaint response recommendation” service will initially be provided to the Ministry of Food and Drug Safety. In this service, AI analyzes relevant laws and regulations, past civil complaint cases, and work manuals to draft a response to the inquiry and present the draft to the civil complaint officer.
The “batch processing of frequent and duplicate complaints” service will be provided to the Ministry of Land, Infrastructure and Transport, Incheon Metropolitan City, and Siheung City. AI will automatically identify and cluster complaints with similar content so they can be processed at once.
The commission will also launch an “AI-based civil complaint analysis” service. The core of this service is to move away from the existing word-centered method of analyzing civil complaint data and instead understand the context of the complaints.
Hansam Seok, Acting Chairperson of the Anti-Corruption and Civil Rights Commission, said, “The launch of this AI-based civil complaint service is highly meaningful as an important turning point for gaining a deeper understanding of the public’s voice and reflecting it in administration,” adding, “We will continue to promote innovation in public communication using AI technology in order to realize an administration that people can truly feel in their daily lives.”
