Donghae City Launches Full-Scale Efforts to Secure National and Provincial Funding
Accelerating the Conclusion of the 8th Administration and Preparation for the 9th
Expanding Citizen-Centered, Practical SOC Projects
Donghae City in Gangwon Province is launching full-scale efforts to secure national and provincial funding for 2027, aiming to secure momentum for local key projects and establish a stable financial foundation to wrap up the 8th popularly elected administration and prepare for the 9th.
Donghae City has set its target for national and provincial funding for 2027 at 273.3 billion won, a 10.6% increase compared to the previous year.
To achieve this, the city has established three core strategies: discovering new projects linked to major government and provincial policy tasks, re-examining and supplementing projects that were not reflected in the national and provincial budgets, and focusing on securing resources for citizen-centered, practical projects. The city has also refined concrete implementation plans accordingly.
In particular, Donghae City plans to further enhance the competitiveness of its projects in preparation for multi-ministerial collaborative public contest projects, which the government has been expanding recently.
The city also plans to actively leverage external expertise. While developing region-specific, specialized project models that can be linked to national policy tasks, Donghae will introduce professional consulting to analyze and supplement projects that were not selected in 2026, in order to improve their chances of being chosen in future public contests.
Externally, Donghae City will continue to maintain close cooperative systems with central government ministries and Gangwon Special Self-Governing Province. At the same time, the city will strengthen its legislative network, including members of the National Assembly and provincial councilors, to proactively respond throughout the process of applying for and securing national and provincial funding.
Following this workflow, the city will begin with a project discovery briefing for national and provincial funding in February, complete related procedures and consulting by March, and from April to August, actively engage in project negotiations and budget acquisition activities with central ministries and Gangwon Special Self-Governing Province.
In particular, Donghae City will also conduct a detailed analysis of the government’s revised ordinary grant tax system and implement tailored expansion strategies to identify new financial needs that are advantageous for the city’s circumstances.
Through these efforts, the city expects to secure stable funding for various key projects, thereby strengthening its overall fiscal capacity.
Mayor Sim Gyueon stated, "The year 2026 marks the full-scale implementation of major policies by the new government, as well as a crucial time to successfully conclude the 8th administration and smoothly transition to the 9th. We will mobilize all administrative resources to secure national and provincial funding, ensuring that major projects for regional development can proceed smoothly."
Meanwhile, Donghae City has shown a steady increase in securing national and provincial funding over the past three years. After securing 203.9 billion won in 2024 and 214 billion won in 2025, the city achieved 247.2 billion won in 2026, demonstrating its financial acquisition capabilities. Building on these achievements, the city plans to establish a stable foundation to achieve its targets for 2027 as well.
