On January 15, before introducing the Second Comprehensive Special Prosecutor Act (regarding the appointment of a special prosecutor to investigate acts of insurrection, treason, and state corruption by Yoon Suk-yeol and Kim Keon-hee), the National Assembly passed 11 livelihood-related bills, including the amendment to the Special Act on the Prevention of Telecommunications Financial Fraud and Refund of Damages. This amendment enables relevant agencies to share information to combat voice phishing and similar crimes.
At the plenary session that day, the amendment to the Act on the Refund of Damages from Telecommunications Fraud was passed with 209 votes in favor and 1 abstention out of 210 members present. This amendment allows information related to voice phishing, collected from the financial, telecommunications, and investigative sectors, to be concentrated, shared, and utilized through an information sharing and analysis agency.
The plenary session also passed a partial amendment to the Act on Electronic Registration of Stocks and Bonds, introducing an issuer account management institution system that allows qualified issuers to directly issue token securities. In addition, a partial amendment to the Special Rural Tax Act, which exempts youth future savings from the special rural tax, was also approved.
A partial amendment to the Child Welfare Act, which adds alternative education institutions to the list of organizations where individuals convicted of child abuse-related crimes are restricted from employment, also passed the plenary session. The amendment also includes provisions for establishing a special analysis committee to review suspected child abuse death cases.
The plenary session also passed a partial amendment to the Housing Act, which adds educational environment assessments, disaster impact assessments, and performance-based design evaluations to the integrated review required for housing construction project approvals. The amendment also stipulates that if there are concerns about the structural safety of a building, a structural engineer must participate in the supervision, and prospective residents are allowed to directly verify the structural safety of the building before the use inspection.
At the session, Lee Sohee of the People Power Party, who succeeded the proportional representation seat following the resignation of former People Power Party lawmaker In Yo-han, took her oath of office.
Meanwhile, prior to the vote on the Second Comprehensive Special Prosecutor Act, the plenary session entered into an unlimited debate (filibuster) at the request of the People Power Party. However, the Democratic Party of Korea has called for an end to the filibuster, and a vote to conclude the unlimited debate is scheduled for the afternoon of January 16, after which the Second Comprehensive Special Prosecutor Act is also expected to be processed.
