Gimpo City Accelerates Resolution of Border Area Inconveniences
Establishes Military-Civilian Mutual Development Council with 17th Division
Efforts to resolve the inconveniences and disadvantages faced by residents in the border areas of Gimpo City, Gyeonggi Province, through cooperation with the military, have borne another fruit. On January 13, Gimpo City announced that it had signed a memorandum of understanding (MOU) with the 17th Infantry Division of the Army at the Gimpo Eco Center to establish a military-civilian mutual development council.

Until now, the two parties had addressed issues as they arose through individual consultations. With this agreement, they have established a more stable and systematic foundation for cooperation.
The agreement covers a broad range of topics, including maintaining a friendly relationship between the military and the local government. Its purpose is to facilitate discussions and resolutions of major issues through the council and to promote sustainable mutual development.
In particular, matters such as the opening of Baekmado Island and the phased opening of the Han River barbed wire fence, which are difficult to pursue without close military consultation, are now expected to progress further through the improved conditions for cooperation established by this agreement. This is anticipated to enhance the convenience and quality of life for citizens.
Kim Byungsoo, Mayor of Gimpo, stated, "Through this agreement, we expect to be able to pursue the cooperative projects we have promoted so far in a more systematic and efficient manner," adding, "I hope it will become a model case of mutual cooperation between the military and local governments in border areas."
Lee Gwangseop, Commander of the 17th Infantry Division, said, "The military cannot exist without the trust of the people and the support of the local community," and continued, "With this agreement as an opportunity, Gimpo City and the division will further strengthen cooperation based on mutual understanding, ensuring that the military can faithfully carry out its core missions, such as reinforcing military boundary facilities, while doing our utmost for the happiness and safety of Gimpo citizens."
Meanwhile, Gimpo City had previously signed a business agreement in August 2024 with the 2nd Marine Division to establish a standing council for mutual development.
