Establishing a Proactive Response System
for Semiconductor National Industrial Complex Infrastructure
Suncheon City in South Jeolla Province has officially embarked on a strategic initiative to fundamentally transform the industrial structure of the eastern region, which has been experiencing stagnation. On January 12, the city announced that it had formed a dedicated task force (TF) with the goal of attracting the "RE100 Semiconductor National Industrial Complex," and that it would proactively operate a sector-specific response system.

The formation of this task force is a follow-up measure to Mayor Noh Kwan-gyu’s official proposal to Jeollanam-do on January 7 to attract the semiconductor national industrial complex. It is a strategic decision aimed at proactively responding to changes in central government industrial and energy policies, and at comprehensively preparing for every stage of the creation and attraction of the national industrial complex.
Through this initiative, Suncheon City aims to go beyond simply attracting an industrial complex and to emerge as a core hub city leading the industrial ecosystem of the eastern region.
The dedicated task force is led by Suncheon Deputy Mayor Jeong Gwang-hyeon and consists of three teams-National Industrial Complex Attraction Team, Attraction Support Team, and External Cooperation Team-with a total of 15 members. Beginning with a TF kickoff meeting in January, the city plans to accelerate and enhance the completeness of policy implementation through regular meetings on current issues and consultations with relevant organizations.
The National Industrial Complex Attraction Team will serve as the control tower, overseeing the development of attraction strategies aligned with government policy directions, consultations with relevant ministries and professional agencies, and the review of the location and infrastructure conditions of candidate sites. In particular, the team plans to highlight Suncheon’s unique competitive advantages by taking a strategic approach that links RE100 implementation conditions with the demand for the semiconductor industry.
The Attraction Support Team will lay the groundwork for the settlement of the industry by building industry-academia cooperation systems linked to the semiconductor sector, establishing a foundation for workforce training, and fostering public consensus among citizens. This reflects Suncheon City’s mid- to long-term vision to build a sustainable industrial ecosystem, rather than focusing solely on short-term attraction outcomes.
The External Cooperation Team will strengthen the broad-based cooperation system encompassing Suncheon, Yeosu, and Gwangyang, and will widely promote the necessity and justification for attracting the complex-utilizing existing sites such as Haeryong Industrial Complex and Yulchon Industrial Complex-through the media and public relations. Through these efforts, Suncheon City is positioning itself as a central force to enhance the industrial competitiveness of the entire eastern region, going beyond the scope of a single city.
A city official stated, “Operating this dedicated task force is not a passive response waiting for government policy, but a strategic choice by Suncheon City to proactively anticipate and prepare for future industrial trends. We will refine the logic and strategies for attracting the semiconductor national industrial complex, and build a robust foundation for cooperation with citizens, universities, companies, and relevant organizations, concentrating all administrative capabilities on attracting the 'RE100 Semiconductor National Industrial Complex.'”
With the launch of this task force, Suncheon City plans to secure leadership in reshaping the industrial landscape of the eastern region and to actively promote its transformation into a future-oriented industrial city that combines eco-friendly energy and advanced manufacturing.
