Kim Hyungmi of Gwangju Seo-gu Wins Grand Prize at Manifesto Awards

The Only Basic Councilor in Gwangju to Receive the Grand Prize

Kim Hyungmi, a member of the Gwangju Seo-gu Council, received the Grand Prize at the 2025 Local Councilor Manifesto Awards.

She was the only basic councilor in Gwangju Metropolitan City to win the Grand Prize, earning high marks for establishing a legal support system to reduce inconvenience and costs for residents in affected areas and to strengthen their safety through the "Ordinance on Resident Support for Areas Impacted by the Gwangju Seo-gu Urban Railway Line 2 Train Depot."

This award recognizes the process in which efforts to address the demands of residents in Yudeok-dong and Deokheung-dong, who have experienced daily and environmental inconveniences due to the construction of the train depot, were carried out through council speeches, policy meetings, and the enactment of the ordinance.

The ordinance clearly defines the affected areas and eligible recipients, and includes practical measures such as support for replacing and installing eco-friendly gas boilers and expanding city gas supply infrastructure so that residents can directly benefit. In addition, it institutionalizes ongoing communication and coordination through a support council for affected residents, ensuring that feedback from the field is reflected in policy.

Kim Hyungmi stated, "It is even more meaningful because this is the result of addressing residents' difficulties on the ground through institutional measures. The basic council will continue to take responsible action from raising issues to resolving them."

Meanwhile, Kim was previously recognized with the Excellence Award at the 2023 Local Councilor Manifesto Awards, and has now been honored once again with the Grand Prize.
