Steel Industry to Request Anti-Dumping Probe over Low-Priced Chinese Tinplate Offensive

The domestic steel industry has decided to request an anti-dumping investigation from the government, claiming damage from the low-priced offensive of Chinese products.


According to the steel industry on December 30, domestic tinplate manufacturers such as KG Steel, TCC Steel, and Shinhwa Dynamics plan to file a petition with the Trade Commission of the Ministry of Trade, Industry and Energy for an anti-dumping investigation into Chinese tinplate. Tinplate is a metal plate made by electroplating tin onto cold-rolled steel sheets with a thickness of 0.14 to 0.6 mm. It is mainly used for food and beverage cans, bottle caps, and electronic components due to its excellent corrosion resistance, workability, weldability, and printability.


Previously, these companies had applied for an anti-dumping investigation to the Trade Commission in September, but withdrew their request due to incomplete documentation. This time, they have completed preparations for the application and plan to submit the petition to the Trade Commission soon.


Steelmakers are concerned that the continued low-priced offensive of Chinese products is rapidly eroding the domestic market, and that if this situation is left unchecked, it will be difficult for the market to recover. According to the Korea Customs Service, imports of Chinese tinplate increased by 58.3%, from 30,000 tons in 2022 to 47,500 tons in 2023, and remained at a similar level last year (46,600 tons). This year, imports are also estimated to be around 40,000 tons.
