Min Kyungsun, former President of Gyeonggi Transportation Corporation, has called for strong accountability and institutional reform from Goyang Mayor Lee Donghwan in relation to allegations of personnel irregularities in Goyang City recently revealed by a Board of Audit and Inspection review.

On the 30th, Min participated in a press conference held by the "Goyang Future Vision Network" in front of Goyang City Hall, where he defined Mayor Lee's personnel management practices as "personnel manipulation" and issued a strong criticism.


In his remarks, Min stated, "The personnel management confirmed by the Board of Audit and Inspection is not merely a matter of procedural formality, but rather a structural problem that undermines fairness and transparency." He further pointed out, "This constitutes a serious violation that infringes upon the authority of the Personnel Committee and deprives higher-ranked candidates of their right to be reviewed."


Min went on to say, "Personnel appointments are fundamental to administration and central to trust in the public sector," and, citing the procedural issues clearly identified in the audit results, demanded that the mayor and city officials take clear responsibility.


In particular, he strongly urged: △ an official and responsible apology to citizens, △ a complete re-examination of all personnel appointments conducted unfairly, and △ the institutionalization of fair personnel system reforms to prevent mayoral interference in personnel matters.


Min emphasized, "Trust cannot be regained through silence or avoidance," and added, "What is needed now is not excuses but accountability, not self-protection of power but an apology to citizens and institutional reform." He declared, "Together with the citizens, I will continue to monitor to ensure that the public sector never again becomes a private tool of power."


Meanwhile, according to the results of Goyang City's regular audit released by the Board of Audit and Inspection on the 18th, it was found that over the past several years, Goyang City had reported the list of promotion candidates for grade 6 and above to the mayor prior to the convening of the Personnel Committee. The mayor effectively pre-selected the promotion recipients, and only those individuals were submitted to the committee for review.


Furthermore, the audit revealed that key disqualifying information, such as disciplinary records and drunk driving histories of pre-selected candidates, was not provided to the Personnel Committee. As a result, all 170 pre-selected candidates were promoted, while approximately 600 higher-ranked candidates were not even given an opportunity for review.


The Board of Audit and Inspection pointed out that this personnel management practice seriously undermined fairness and transparency, and constituted a significant procedural violation that rendered the deliberative function of the Personnel Committee meaningless.
