Gyeongbuk Credit Guarantee Foundation announced on December 30 that it has become the first among Gyeongsangbuk-do’s funded and invested institutions to implement the “Skilled High School Graduate Recruitment” system, officially appointing one 2025 graduate from Gumi Girls’ Commercial High School.
The foundation introduced the “Skilled High School Graduate Recruitment” system in July, following the directive of Governor Lee Cheolwoo at the Gyeongsangbuk-do Public Institution Innovation Strategy Meeting held in February. Governor Lee instructed public institutions to systematically foster local talent by implementing a high school graduate recruitment system. Gyeongbuk Credit Guarantee Foundation was the first among the province’s funded and invested institutions to adopt this system.

Gyeongsangbuk-do has selected and is promoting the recruitment of skilled high school graduates as an innovation measure for public institutions, aiming to support stable employment and early entry into society for young people. The goal is to create an environment where high school graduates can transition directly into the workforce, thereby encouraging the younger generation to settle in the region.
The foundation identified positions suitable for high school graduates, particularly in accounting and financial administration, where practical expertise and field experience are essential. Three outstanding students were recommended by local specialized high schools, and through the recruitment process, one skilled high school graduate was hired. The selected individual was appointed as a regular employee at the same rank as university graduates, ensuring there is no discrimination based on educational background.
The final candidate had obtained a total of 11 certificates, including those related to accounting, during high school and was highly regarded for possessing the capabilities required for the foundation's work through relevant practical experience.
Additionally, the selected employee comes from a multicultural family and is recognized as a socially disadvantaged individual, making this recruitment especially meaningful as it demonstrates the foundation’s commitment to equitable hiring practices.
Kim Jungkwon, Chairman of Gyeongbuk Credit Guarantee Foundation, stated, “This recruitment of a skilled high school graduate will serve as an important stepping stone for young people to work stably, develop their abilities, and establish roots in the region. Starting with this year’s recruitment, we will continue to provide more opportunities for young people and strive to realize the value of social equity.”
