Expanding Public Support for Private Sector Work
Agreement to Regularize Public-Private Communication Channels
The Seoul Metropolitan Government and the Seoul Maintenance Business Association (Seojeongyeon) held the third public-private consultation to discuss ways to expand public support for private sector work in maintenance projects aimed at revitalizing housing supply.
On the 30th, the city announced that it had held the third public-private consultation meeting with Seojeongyeon on the 29th. A total of 12 people attended the meeting, including Kim Junhyeong, Chief of Housing and Real Estate Policy, Myung Nojun, Director of Architectural Planning at the Seoul Metropolitan Government, and Kim Junyong, President of Seojeongyeon, to listen to various opinions.

During the consultation, the participants discussed simplifying the document submission process required for the formation of the promotion committee. Seojeongyeon had previously suggested removing the section for the head of household's name from the landowner list form. The city is currently consulting with relevant departments and reviewing related laws to reduce unnecessary duplicate work.
In addition, both sides agreed to expand public support for private sector work areas of the association, such as holding general meetings and service management. To this end, the city plans to prepare and distribute a manual early next year to support the association's permit preparation and process management. At the stage of applying for association establishment approval, the city will subdivide and reflect tasks that landowners or the promotion committee can carry out in parallel with preparations for the inaugural general meeting. This is intended to alleviate inconveniences experienced by associations during the process of establishing themselves.
Previously, the city had also requested the Ministry of Land, Infrastructure and Transport to amend the requirement for redevelopment association establishment approval, lowering the consent rate from the current 75 percent or higher to 70 percent or higher, as suggested in a previous consultation. For reconstruction projects, the resident consent rate required for association establishment approval was adjusted to 70 percent last year under the Ministry's "8·8 Real Estate Supply Measures," raising concerns about fairness.
Both parties agreed to hold the public-private consultation meetings regularly and to strengthen communication channels. Myung Nojun, Director of Architectural Planning at the Seoul Metropolitan Government, stated, "It is important for the public and private sectors to move toward the common goal of increasing housing supply," adding, "We will actively identify and expand areas where the public sector can support the private sector to implement innovative measures that shorten the duration of maintenance projects for faster housing supply."
