The Daejeon City Government (Mayor Lee Jangwoo) issued an advance notice on December 24 regarding promotions and reassignments for director and division head positions effective January 1, 2026.


The total number of promotions is 33, with 3 at grade 3, 18 at grade 4, and 12 candidates for promotion to grade 5. The three employees promoted to grade 3 are Yoo Cheol, Director of Safety Policy; Kang Mingoo, Director of Semiconductor and Bio Industry; and Seo Jeonggyu, Director of Small Business Policy.


Director Yoo Cheol was recognized for systematically establishing the city's safety infrastructure, including comprehensive safety measures for the region. Director Kang Mingoo was highly evaluated for advancing the semiconductor, bio, and artificial intelligence industries, thereby fostering conditions for future growth. Director Seo Jeonggyu was acknowledged for contributions to revitalizing the local economy, including customized support measures for small businesses.


The grade 4 promotions total 18, comprising 10 in administration, 5 in science and technology, and 3 in research positions.


Among the 10 administrative positions, the following were selected: Lee Junghoon, Head of Media Cooperation Team, who enhanced Daejeon's city brand competitiveness through core achievements and publicity; Choi Eunmi, Head of Recruitment Team, who contributed to recruiting outstanding public officials; Hyun Daekyung, Head of Planning Team, who led strategic planning for city administration; Lee Piljae, Head of Education Policy Team, who established a foundation for city-university cooperation; Lee Jongmin, Head of Education Cooperation Team, who worked toward universal educational welfare; and Song Wonho, Head of Land Management Team, who laid the foundation for an economic city through systematic and efficient land management.


Jang Hwayeon, Head of Organization Team; Choi Youngsook, Head of Decentralization Cooperation Team; and Kim Jongsun, Head of General Affairs Team, were promoted to director, leading the advancement of female public officials by promoting efficient organizational management, fostering a mature civil society, and creating a healthy workplace.


Additionally, Song Minseop, Head of Communication Policy Team, who contributed to improving civil complaint services through long-term management of civil affairs, was promoted to director and assigned as Head of Communication and Civil Complaints, where he is expected to demonstrate expertise in civil administration.


Among the five science and technology positions, the following were selected: Kim Jinsu, Head of Semiconductor Industry Team, who laid the foundation for strengthening the competitiveness of the semiconductor industry; Son Seokjin, Head of Public Healthcare Policy Team, who led the expansion of public healthcare infrastructure; Lee Jaechul, Head of Road Management Team, who worked to create a pleasant road environment; Hwang Inhee, Head of Urban Planning Team, who led urban growth strategies; and Lee Jaeseok, Head of Contract Management Team, who achieved record-breaking local subcontract orders for large-scale private construction projects.


For the three research positions, the following were selected: Park Seonkyung, Head of Disease Investigation at the Institute of Health and Environment, who oversaw diagnostic testing for infectious diseases; Song Seona, Head of Food Analysis, who contributed to food safety through focused testing of harmful substances; and Geum Kyungyun, Head of Air Conservation, who worked to create a pleasant atmospheric environment. All three research director promotions were awarded to female public officials, highlighting the outstanding achievements of women in the field.


The 12 candidates for promotion to grade 5 come from five job categories: 6 in administration, 1 in taxation, 1 in landscaping, 3 in civil engineering, and 1 in architecture. This reflects additional demand due to honorable retirement and dispatches, following the selection in September.


The number of reassignments for division head level and above, effective January 1, 2026, is 80 in total: 23 at bureau and department head level, and 57 at division head level.


First, all three bureau head positions will be completely replaced. To lay the groundwork for administrative integration between Daejeon and South Chungcheong Province, an exchange of grade 2 senior managers will take place, with one bureau head from each side participating in the exchange.


Shin Dongheon, who is being exchanged from South Chungcheong Province, will be assigned as Director of Citizen Safety, the control tower for regional safety, while Yang Seungchan will move to South Chungcheong Province as Director of Autonomous Safety.


Yoo Sejong will be assigned as Director of Future Strategic Industries, responsible for Daejeon's future growth engines, such as the six major strategic industries, and Son Cheolwoong will be transferred to the city council.


Kwon Kyungmin, Director of Economic Affairs, will be assigned as Policy Planning Officer; Park Jehwa, Head of Construction Management Headquarters, will become Director of Economic Affairs; and Jeon Ilhong will move to Head of Construction Management Headquarters.


Park Seungwon will be assigned as Director of Culture, Arts and Tourism, responsible for discovering regional tourism content and leading the city as a top-tier cultural and artistic city. Choi Dongkyu will be strategically assigned as Director of Sports and Health, responsible for expanding sports infrastructure and citizens' health, and Choi Wonseok will take on the position of Director of Urban Railway Construction, overseeing the construction of the city's second tram line.


Meanwhile, with the honorable retirement of Director Choi Youngjun, Choi Jongsu will be assigned as Director of Urban Housing. Park Jongbok, returning from an exchange with South Chungcheong Province, will become Director of Corporate Support, and Min Donghee will be assigned as Director of Education Policy Strategy.


For inter-district personnel exchanges, Deputy District Mayors Cho Seongjik and Noh Gisoo were selected as candidates for training dispatch, while Directors Choi Wonhyuk and Yoon Geumseong were selected to be exchanged as Deputy District Mayors for Dong-gu and Daedeok-gu, respectively.


Additionally, Kim Youngbin, returning from an exchange with the Ministry of the Interior and Safety, will be dispatched for training, and Han Jongtak, Director of Sports and Health, will be transferred to the Ministry of the Interior and Safety.


Meanwhile, with the early formation of the Daejeon-South Chungcheong Administrative Integration Task Force, Lee Sunmin, Director of Autonomous Administration, and Hyun Daekyung, Head of Planning Team, will be strategically assigned as General Planning Director and Administrative Support Director, respectively, to oversee preparations for the launch of the integrated city.


Yoo Deukwon, Deputy Mayor for Administration, stated, "The year 2026 is a time to complete the achievements of the latter half of the 8th popularly elected administration and prepare for the next leap forward. We have focused on strengthening the momentum for key projects and organizational stability," adding, "We will reorganize our capabilities around strategic industries and departments addressing key issues to deliver tangible changes in citizens' lives."
