The Sillim 5 and Sillim 6 districts will be reborn as a residential complex with a scale of 5,000 households through integrated development. Sillim 8 District is also expected to be transformed into a residential complex with 2,257 households, as the redevelopment project gains momentum for the first time in 12 years since the district was removed from the redevelopment zone.


The Seoul Metropolitan Government announced that at the 14th Urban Planning Committee's delegated subcommittee meeting held on December 24, the 'decision on the maintenance plan for housing redevelopment projects and designation of maintenance zones and landscape review (draft)' for Sillim 6 and Sillim 8 districts was 'approved with amendments.'

Emergence of a New Residential Complex with About 5,000 Households in Sillim 5 and 6 Districts

In this review, the city upgraded the zoning of Sillim 6 District to a Type 2 General Residential Area and finalized a maintenance plan that reflects the sloped terrain characteristics of the area.


For District 6, considering that District 5 shares topography and living zones, the decision was made to pursue a continuous form of integrated development rather than separate projects. The plan is to organically combine the two districts and improve the residential environment of the sloped area around Geonubong in Samseongsan. Once development is complete, a new residential area with about 5,000 households will be established in Districts 5 and 6.

The integrated development of the two districts will also resolve issues related to sloped terrain, school commuting environments, and green corridors. The complex will be developed as a residential area including public housing. To protect the landscape of Geonubong in Samseongsan, the maximum building height will be limited to 28 floors (below 120 meters above sea level), and a skyline harmonious with Sillim 5 District will be created.


A pedestrian network connecting Sillim 5 and 6 districts will also be established. A public pedestrian path will be created from Munseong-ro to the main gate of Sillim Elementary School, ensuring a safe commuting and daily pedestrian corridor encompassing both districts. The boundary area where the site meets Sillim 5 District will be planned as a community facility and shared space utilizing the difference in elevation of the sloped terrain.

Sillim 8 District to Be Reborn as an Eco-Friendly Complex with 2,257 Households

Sillim 8 District is expected to become an eco-friendly residential complex with more than 2,000 households. The project is now on track, 12 years after the district was removed from the redevelopment zone in 2014.


The site is expected to be upgraded to a Type 2 General Residential Area, and the business feasibility adjustment coefficient (up to 2.0) has been applied to improve project conditions. In the future, a residential complex with up to 33 floors and a total of 2,257 households will be built here.

The city has established a spatial plan that comprehensively considers the natural environment, living zone functions, and transportation conditions to foster Sillim 8 District as the central residential area of the Nangok living zone. To alleviate traffic congestion on Nangok-ro, a new bypass road (13 meters wide) will be constructed, and Nangok-ro 26-gil will be widened from the current 8-10 meters to 10-13 meters to ensure smooth traffic flow and pedestrian safety.


Within the complex, a north-south public pedestrian path will be secured to connect existing school routes, infrastructure, and a newly established park. Along the east-west corridor, resident facilities and open spaces will be arranged to create a pedestrian-oriented living flow.


The building heights will be planned stepwise to harmonize with the ridgeline of Gwanaksan, Geonubong, and Mokgolsan. Two corridors and wind paths will be secured to create an open residential complex with mountain views.


Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "The Sillim 6 District project, together with Sillim 5 District, is a key initiative to improve the residential environment along the slopes of Samseongsan and complete the supply of 5,000 large-scale housing units. The Seoul Metropolitan Government will actively support the project so that the living environment of the entire area, not just individual districts, can be substantially improved." He added, "With the finalization of the maintenance plan, Sillim 8 District will also overcome a prolonged stagnation period and be reborn as a pleasant residential area."
