The Chuncheon City University Cooperation Council held the 2025 University City Chuncheon Forum at the 60th Anniversary Hall of Kangwon National University on the same day. The University Cooperation Council, comprised of Chuncheon City, Kangwon National University, and Hallym University, has been conducting regional development policy research projects since 2021 to create the best university city as envisioned by the city.

Through the University Cooperation Council, Chuncheon City previously conducted a two-stage evaluation of a total of 55 research projects and selected a final eight projects. Of these, four were from Kangwon National University and four from Hallym University. Professor Kim Ikhyun of Kangwon National University presented on "Research on Training Specialized Defense Industry Personnel in Chuncheon and Linking with Local Industries," while Professor An Jonghwa discussed "Realizing a Clean Chuncheon through Citizen-Technology-Institution Linkages: Research on Regionally Customized Resource Circulation Policies." The city plans to use this research and development project to establish a university cooperation-based regional problem-solving model, in which universities and the local community jointly diagnose local issues and derive practical policy alternatives.

Lee Jaekyung, Director of the Education City Division, stated, "It was an opportunity to identify local issues together with universities and to seek solutions collaboratively," adding, "We will further strengthen cooperation with universities so that Chuncheon City can become the best university city."
