Regular Personnel Appointments Effective January 1, 2026: Promotions and Transfers
Superintendent Kim Daejung: "Focused on Organizational Stability and Strengthening the Field"
On December 18, the Jeonnam Provincial Office of Education carried out its regular personnel appointments for local government officials, effective January 1, 2026, in order to fill vacancies resulting from retirements and other departures.
The total number of personnel changes was 806, including 157 promotions, 383 transfers, 200 retirements (including retirement preparation training and mandatory/honorary retirements), and 66 new appointments. The promotions included 2 to grade 3, 4 to grade 4, 16 to grade 5, 52 to grade 6, 64 to grade 7, and 19 to grade 8.
Following the honorary retirement of Administrative Bureau Director Noh Kwonyul, Lee Seonguk, Director of the General Affairs Division, was promoted to grade 3 and appointed as the new Administrative Bureau Director. Kim Uigon, Director of the Goheung Lifelong Education Center, was also promoted to grade 3 and transferred to serve as Director of Naju Library.
The new Administrative Bureau Director, Lee Seonguk, is recognized as an administrative expert, having served as Director of the Finance Division, Director of the Budget Division, and Director of the General Affairs Division, building expertise in educational finance management and overall organizational and personnel administration.
Key appointments include Kang Seonggeun, Administrative Division Director, as Director of the General Affairs Division; Choi Hyun, Education Cooperation Officer at Jeonnam Provincial Government, as Director of the Administrative Division; Han Jongdeok, Labor-Management Safety Division Director, as Director of the Finance Division; and Park Sanggil, Audit General Team Leader, as Director of the Labor-Management Safety Division. Oh Junheon, Director of the Finance Division, was transferred to serve as Director of the Goheung Lifelong Education Center.
Among those promoted to grade 4, Kim Jeonho, General Affairs Team Leader, was appointed as Audit General Team Leader, while Oh Byeonghwan, Education Community Cooperation Team Leader; Moon Segyeong, Early Childhood and Elementary Academic Affairs Team Leader; and Kim Gyeonggon, Records and Civil Affairs Team Leader, were dispatched to the Central Education Training Institute for the Advanced Management Program.
In the grade 5 appointments, 40 individuals, including Kim Gyeongju, Property Management Team Leader, who was transferred to the Yeosu Office of Education as Director of the Administrative Support Division, were reassigned. Of the 21 individuals selected through the competitive promotion review system, 16 were promoted to section chief.
For promotions below grade 6, the Jeonnam Provincial Office of Education gave preference to those working at schools and education support offices. For transfers, the office released the transfer order list reflecting preferred regions in advance and issued appointments accordingly.
Superintendent Kim Daejung stated, "We have made appointments to lead Glocal Jeonnam Education by identifying talent based on ability and performance and fostering democratic leadership," adding, "We will continue to strive for transparent and fair personnel management in the future."
