Expansion of AI-Based Women's Employment
and Enhanced Protection and Support for Victims of Violence Against Women
Ulsan City has been implementing a comprehensive women's policy throughout the year, aiming to create a city where "diverse families grow together and women can work with peace of mind." The city has significantly expanded the foundation for women's employment and strengthened measures to prevent violence against women and support victims of new types of crimes.
Starting next year, Ulsan plans to fully launch its major projects, with the goal of advancing women's and family policies in response to the transition to artificial intelligence (AI) and changes in social structure.
▲ Strengthening Customized Support for Women's Employment and Entrepreneurship in the Era of AI Digital Transformation
This year, Ulsan accelerated the expansion of the women's employment base. For the first time in the city, a women's job fair was held to strengthen recruitment connections between local companies and female talent, and a special guarantee support project was newly introduced to promote women's entrepreneurship.
Through various policies such as support for improving the environment of women-friendly companies and the production and distribution of welfare guides for women's life cycles, Ulsan has established a comprehensive support system covering everything from job preparation to entrepreneurship and improvement of working conditions.
Centered around the Women's New Employment Center, the city has enhanced vocational education and training, as well as the internship program for women returning to the workforce, thereby expanding reemployment opportunities for women. In addition, by operating the women's employment task force and industrial complex cooperation network, Ulsan has strengthened efforts to prevent career interruptions and support job retention.
In 2026, the city plans to further enhance the functions of the five Women's New Employment Centers and the Women's Human Resources Development Center, while also expanding the job-matching function of the women's job fair.
Furthermore, Ulsan will newly implement the "AI Digital+ Workplace Improvement Project" for women-friendly companies, supporting both digital transformation in the workplace and improvements in working conditions. The city intends to continuously build a Ulsan-style job ecosystem that strengthens women's career pathways.
▲ Strengthening the Protection and Support System for Victims of Violence Against Women
To eliminate blind spots in the protection and support of victims of violence against women, Ulsan is further strengthening its integrated support system based on inter-agency cooperation.
Through specialized organizations such as the Sunflower Center and the Integrated Counseling Center for Domestic and Sexual Violence, the city continues to provide integrated (one-stop) support services. The Ulsan Center for Women's Emergency Hotline 1366 has also enhanced its integrated support functions, including crisis intervention, counseling, and resource linkage. The effectiveness of victim protection measures has been improved through the operation of integrated case meetings.
For victims of digital sex crimes, the city provides services such as the deletion of illegal recordings, prevention of personal information dissemination, and psychological, legal, and medical support. Following a law revision in April, a regional support center for victims of digital sex crimes was established, enabling more specialized and systematic assistance.
The city also provides integrated services such as emergency rescue, legal support, and academic assistance to children and adolescents who have suffered various types of exploitation-including prostitution, grooming, and sexual violence-through the Support Center for Child and Adolescent Victims of Sexual Exploitation.
In 2026, Ulsan will continue to strengthen cooperation with relevant agencies such as the National Police Agency and the Office of Education to help victims return to their daily lives, while also persistently promoting violence prevention education and awareness-raising activities, and maintaining a system to reflect citizens' opinions in policy-making.
▲ Expanding Support for Settlement of Multicultural Families and Foreign Residents
Ulsan provides comprehensive family support services for diverse families, centered around six family centers in the city. In particular, in April this year, the Jung-gu Family Center was newly built and relocated, significantly improving the family service infrastructure.
The six family centers are implementing various programs such as language, culture, communication, and employment support in response to the increasing number of marriage immigrants and multicultural families. To support the economic participation of marriage immigrants, customized vocational training courses are being operated in cooperation with vocational training institutions such as the Women's New Employment Center. Additionally, the city is expanding policies to help multicultural children adapt to Korean society and settle early, including providing 490 million won in educational activity expenses.
In addition, to support the stable settlement of foreign residents living in Ulsan, the city operates the Ulsan Foreign Residents Support Center and has successfully hosted cultural exchange events such as the "Global Festival," where local communities and foreign residents participate together.
From 2026, Ulsan plans to introduce the "Hello U AI" online settlement support platform guided by artificial intelligence (AI) to further strengthen support for foreign residents living in the city.
▲ Establishing a Robust Safety Net for Vulnerable and At-Risk Families
To support the stable lives of vulnerable and at-risk families, such as low-income single-parent families and adolescent single parents, Ulsan implemented childcare and education support projects totaling 19.5 billion won this year.
From 2026, the eligibility criteria for single-parent family support will be expanded from 63% to 65% of the standard median income, and the additional child-rearing allowance will be raised to 100,000 won per month. The annual allowance for school supplies will also be increased from 93,000 won to 100,000 won.
To support at-risk pregnant women facing difficulties with pregnancy and childbirth, the city is stably operating local counseling agencies and providing tailored services, including 24-hour confidential counseling on childbirth, child-rearing, medical, and psychological issues.
Through these measures, Ulsan aims to continue alleviating the economic burden on single-parent and at-risk families in 2026, while consistently creating an environment where children can grow up in stability.
