"Power of Talent" as the Central Theme
Proposing Talent-Centered Strategies for Regional Innovation
The Busan Institute of Science and Technology for Higher Education Promotion (BISTEP, President Kim Youngbu) has published the winter issue (No. 15) of its policy and issue report, "Technological Innovation and Future Busan," which examines major science and technology issues from a regional perspective.
The central theme of this winter issue is "Power of Talent," highlighting the decisive role of human talent as a driving force for sustainable regional development amid accelerating technological innovation and industrial competition.
The issue reflects the understanding that the growth of technology and industry ultimately begins with the people who design and implement them.
Going beyond simple discussions of workforce supply or education policy, the winter issue focuses on talent development strategies centered on technology and the need for a structural transformation of the regional innovation ecosystem. It clearly conveys the message that as talent grows and accumulates, the region’s scientific and technological capabilities and industrial competitiveness can also be enhanced.
The contributions begin with Lee Jongryul, Head of Policy Research at BISTEP, discussing "Support Measures for Attracting Foreign High-Level Talent in Japanese Local Governments." Additionally, Bae Sanghoon, President of Pukyong National University, and Jang Soonheung, President of Busan University of Foreign Studies, emphasize the importance of nurturing local talent through higher education hubs.
Experts from various fields, including Song Giltae, Professor at Pusan National University; Cheon Gangwoo, Professor at Korea Maritime and Ocean University; Hwang Seongsu, Director at the Korea Research Institute for Vocational Education and Training; Oh Hyunju, Director of the Inland Fisheries Research Center at the National Institute of Fisheries Science; and Seo Haenga, Research Fellow at the Korea Institute of Science and Technology Evaluation and Planning, contributed diverse perspectives on the need for customized talent strategies based on local industry demand.
Kim Youngbu, President of BISTEP, stated, "This winter issue focuses not on technology itself, but on talent-the main agents who design, operate, and drive innovation. In cooperation with Busan Metropolitan City, we will continue to lay the groundwork for local talent to grow and further strengthen an innovation ecosystem where science, technology, industry, and policy are organically connected around talent."
