A scene was captured in the main chamber of the Gyeongnam Provincial Council, where the last plenary session of the year was held, showing a provincial assembly member engaging in so-called "distraction."
On December 16, during the 6th plenary session of the 428th regular meeting of the Provincial Council, Park Sungdo, a member of the People Power Party, was seen unable to focus on the meeting.
Assemblyman Park was continuously watching short videos (shorts) on the computer installed at his seat.
The videos, such as "The Reason for Cutting a Horse's Tail Little by Little Every Day," "Large-Scale Airdrop from a C-17 Transport Aircraft," and "A Car Suddenly Moving While Waiting at a Signal," were completely unrelated to the content of the plenary session.

At that time, the council was processing a total of 46 agenda items, including 29 ordinance bills, 2 budget bills, 2 approval bills, 4 consent bills, 8 proposals, and 1 other item, and was collectively handling the 2026 Gyeongsangnam-do budget bill and the fund operation plan.
In response, Assemblyman Park explained, "There was a lot of urgent news, so I briefly checked the news," adding, "I don't remember exactly what I watched, but while looking at real-time news updates, I ended up watching other videos."
He continued, "I don't think it's appropriate to keep watching videos during the meeting," and said, "I will make sure this doesn't happen again in the future."
