On this day, Assemblyman Kim held a press conference at Culture Station Seoul 284, located at Seoul Station in Jung-gu, Seoul, stating, "Seoul has become a city of time inequality. Distance has become class, and time has become privilege in this city."

Assemblyman Kim pointed out, "High-quality jobs are concentrated only in certain areas such as downtown, Gangnam, and Yeouido, but the housing prices in these places are so high that citizens cannot even consider living nearby. In reality, workplaces, residences, transportation, and leisure are thoroughly separated from citizens."

To address these issues, he pledged to fully municipalize local village buses, introduce electric Ddarungi bikes throughout the city, and resume light rail projects such as the Bukhoengdan Line, Mokdong Line, Nangok Line, and Seobu Line.

He also declared plans for high-density mixed-use development in four key downtown areas of Seoul: Yeongdeungpo and Yeouido, Cheongnyangni and Hongneung, Dongdaemun and Seongsu, and Sinchon and Hongdae.
