Agreement Reached After 10 Rounds of Negotiations and Special Mediation by the Gyeongbuk Regional Labor Relations Commission

Taking a Step Back, the Path Became Clear


On December 15, Yeongdeok County held the "2025 Public Officials Wage Agreement Signing Ceremony" in the main conference room of the county office, with 15 negotiation committee members from both labor and management in attendance.


This ceremony was organized to conclude the negotiation process between Yeongdeok County and the joint negotiation team formed by the National Democratic Labor Union and the Yeongdeok County Public Officials Labor Union, and to establish a mutually beneficial labor-management relationship.


The event was attended by Kim Kwangyeol, Mayor of Yeongdeok County, Choi Rahyun, Central Committee Chairperson of the National Democratic Labor Union, Ham Dongseong, Head of the Yeongdeok County Branch, and Lee Inho, Chairperson of the Yeongdeok County Public Officials Labor Union, who listened to a progress report and signed the agreement.

Both sides began their first official meeting in March and continued close negotiations over a total of ten sessions. After several rounds of discussions, they reached a final agreement at a special mediation meeting of the Gyeongbuk Regional Labor Relations Commission on December 3, resulting in the successful conclusion of the agreement.


The main points of the agreement include: a 2.28% increase in base salary for each pay grade; an increase in the bonus payment rate for office health assistants from 220% to 230%; the introduction of a new 20,000 won job allowance for general public officials and inclusion of this allowance in the bonus payment criteria; renaming the job allowance for sanitation workers to an incentive allowance and increasing it by 10,000 won; and adding one more pay grade to make a total of 32 pay grades for the base salary system.


Regarding the agreement, Mayor Kim Kwangyeol stated, "I highly appreciate that, despite difficult circumstances such as rising prices and budget cuts, labor and management have agreed to share the burden based on mutual trust. I will do my utmost to ensure that public officials can work in better conditions, so that a stable working environment will lead to improved quality of administrative services."
