40 Participants to Be Recruited by December 31
Yangcheon-gu in Seoul (District Mayor Lee Gijae) is recruiting 40 participants for the "2026 Illegal Outdoor Advertisement Collection Reward Program" to address illegal banners and flyers. Applications will be accepted from December 15 to December 31.

The Illegal Outdoor Advertisement Collection Reward Program is a system in which residents collect illegal banners, posters, flyers, and similar materials within the district and submit them to their local community center, receiving a reward based on their performance. The district explained that this initiative not only delivers effective results in cleaning up the area but also contributes to local job creation.
The reward is paid according to the amount collected, up to 2 million won per month. For posters and harmful business cards (classified as "attached materials"), participants receive between 2,000 and 5,000 won per 100 pieces. General banners are rewarded at 2,000 won per piece, vertical banners at 1,000 won each, and stickers at 200 won each. If only attached materials are collected, the reward is capped at 500,000 won per month.
Applicants must be Yangcheon-gu residents aged 20 or older and must have a camera with date and time stamping capability, as well as the ability to use Hangul or Word programs.
A total of 40 people will be selected, with 2 to 3 participants per neighborhood. Those wishing to participate should visit their local community center between December 15 and December 31 to apply. Selected participants will undergo training on relevant standards, collection methods, and safety guidelines, and will be assigned to the field starting in February next year.
Yangcheon-gu has operated the Illegal Outdoor Advertisement Collection Reward Program since 2015 and has removed approximately 7 million illegal advertisements over the past three years. The district is also pursuing various policies, such as operating special enforcement teams, implementing an automated warning call (ARS) system, running a program to remove traces of illegal advertisements, and installing low-profile designated banner stands.
Lee Gijae, Mayor of Yangcheon-gu, stated, "As this system is highly effective in promoting a sound advertising culture and creating a pleasant urban environment, we hope for the active interest and participation of many residents. We will continue to strengthen enforcement and maintenance efforts to eradicate illegal advertisements and create a clean cityscape."
