Government Accelerates Promotion of Healthcare Data Utilization, Including Opening of Bio Big Data

The government is expected to accelerate efforts to promote the use of healthcare data, including the phased opening of the National Integrated Bio Big Data.

On December 10, the Ministry of Health and Welfare held the 2025 Healthcare Data Policy Review Committee at the Korea Press Center in Jung-gu, Seoul, to discuss measures to promote the use of healthcare data, the current status of public data opening and utilization, and improvement plans.


First, clinical data from national university hospitals will be linked to the Healthcare Big Data Platform, which currently centers on administrative data from public institutions. In addition, the government will promote the use of data generated through national research and development projects and build the National Integrated Bio Big Data to cover 770,000 people by 2028. The opening of this data will be carried out in phases starting in the second half of next year.


Plans are also being developed to link healthcare data from multiple institutions for use in medical artificial intelligence (AI) training and clinical research. To enable more medical AI startups and small and medium-sized enterprises to utilize healthcare data, the number of healthcare data voucher support projects will be increased from eight this year to 40 next year.


To improve the efficiency of data provision review, the government will introduce standard operating procedures for Institutional Review Boards (IRB) and Data Review Boards (DRB), and establish a shared DRB system.


In addition, to enable the adoption of medical AI solutions (AI-based diagnosis, prediction, and treatment technologies) after verifying their performance and effectiveness, 20 new medical AI demonstration projects will be supported next year.


The National Institute of Health under the Korea Disease Control and Prevention Agency plans to secure graphics processing units (GPUs) and enhance cloud services next year to provide an advanced analysis system capable of remote analysis of large-scale data. The National Cancer Center will offer a service that combines 'public-clinical cancer libraries (datasets)' and will work to establish a global converged national cancer big data platform and precision medicine infrastructure.


The National Health Insurance Service plans to expand its data analysis centers and strengthen research support in the future. The Health Insurance Review and Assessment Service aims to develop low-risk pseudonymized datasets.
