Gangnam-gu Builds AI-Based Registration License Tax System, Boosts Work Efficiency Tenfold

First in the Nation to Introduce Digital Twin Technology
"Innovative Case to Be Shared with Other Municipalities"

Gangnam-gu, Seoul (Mayor Cho Sungmyung), announced that it has established the nation’s first “digital twin-based integrated licensing system” for the imposition of registration license tax, increasing work efficiency by more than tenfold.

Gangnam-gu imposes 160,000 registration license taxes annually, the highest among Seoul’s autonomous districts. Previously, licensing information was scattered across multiple departments, requiring staff to manually cross-check over 200 types of businesses and process massive amounts of paperwork. The registration license tax is levied based on licensing requirements issued for various business or commercial activities.


The district developed an integrated system that automatically collects the latest information daily from the government’s “Local Administration Licensing Data Open System” using public data APIs. After its introduction, the number of records collected over five weeks increased from 535 to 5,999, a 10.9-fold rise, significantly enhancing the accuracy of tax imposition.


Additionally, by utilizing digital twin technology, staff can simply enter a lot number to intuitively view the licensing status and business distribution of a building on a map, streamlining their work. The district plans to use this data for future urban policy and commercial district analysis as well.


This system was selected for the “2025 Digital Service Utilization and Expansion Project,” receiving 84 million won in national funding, and was awarded the Minister of Science and ICT Award in November.


Mayor Cho Sungmyung of Gangnam-gu stated, “This is a groundbreaking achievement that has made registration license tax administration more than ten times more efficient by leveraging cutting-edge technology,” adding, “As this system is a scalable model easily applicable to other municipalities, we plan to generously share this innovative case as a leading city in digital administration.”
