The purpose of the drill was to establish a rapid detection, interception, neutralization, and damage minimization response system in the event of a drone-based terrorist attack. Gyeonggi Province tested the response procedures of anti-terrorism agencies in the province, including situation reporting and initial response, as well as the rescue and emergency response system in the event of casualties.

Prior to the main drill, Gyeonggi Province conducted five days of preliminary training to clearly define the roles and responsibilities of each agency and to repeatedly review the response procedures in advance.

Lee Jongdon, Director General of Safety Management at Gyeonggi Province, stated, "Even in Korea, we are exposed to the spread of violent extremism and increasingly sophisticated and diverse complex terrorist threats. This drill was organized to assess the practical and integrated response capabilities of anti-terrorism agencies and to strengthen the safety system for residents in preparation for such threats."
