Mayor Lee first stated, "This year, influenza is spreading earlier than usual, and both the speed of transmission and the number of patients have reached the highest levels in the past decade." He requested, "Please actively promote vaccination for infants, children, adolescents, the elderly, and pregnant women, who are more vulnerable, and take measures to improve hygiene management by inspecting basic quarantine standards at schools, private academies, welfare facilities, and senior centers."
Mayor Lee also called for thorough preparation against winter fires. "Looking back at past cases, we can see that even minor negligence can lead to major disasters," he said, adding, "Please strengthen preemptive inspections, including checks on aging electrical and heating equipment in public facilities, traditional markets, and welfare centers, as well as the management of combustible materials and hot work at construction sites."
He particularly emphasized, "The slower the initial response, the greater the damage grows, so please thoroughly inspect risk factors in advance so that citizens can enjoy a safe and warm winter."
In addition, Mayor Lee said, "As the era of artificial intelligence becomes more prominent, the importance of data will only increase," and asked departments to "quantify project goals as much as possible and present outcomes using data." He further stressed the importance of data-driven administration, saying, "When results are presented clearly with data, indicators, and figures rather than in abstract terms, citizens' understanding and trust in administration increase."
After receiving reports on the 2026 main budget proposals from each department, Mayor Lee commended the staff for their efforts in establishing a future-oriented budget for Goyang despite the dual challenges of declining revenue and increasing mandatory expenditures. He requested, "During the city council's review process, please thoroughly explain the purpose of each project and clearly communicate the necessity and effectiveness of the budget so that the main budget can be approved as prepared."
